Komdigi: 76 Percent Online Gambling Sites Using Cloudflare Infrastructure

JAKARTA - Director General of Digital Space Supervision of the Ministry of Communication and Digital Affairs, Alexander Sabar, revealed that Cloudflare is the most widely used infrastructure for online gambling sites.

Based on 10,000 online gambling site sampling data handled in the period 1-2 November 2025, more than 76% of them use Cloudflare services, including IP address disguises and domain displacements to avoid blocking content.

"Our detection results from all online gambling sites that we took down yesterday, which we blocked yesterday, where do we track back, where does the IT know? Cloudflare," Alex said when met on Wednesday, November 19 in Jakarta.

Alex said findings regarding the high number of IP online gambling sites behind the Cloudflare service had been submitted to the company.

Komdigi has also summoned Cloudflare to provide clarification and ask for a commitment to immediately register as a Private Scope Electronic System Operator (PSE).

"They (Cloudflare) don't seem to have representatives either (in Indonesia). He should be, he's working together. With his position like that, not playing, 76% of online gambling sites are behind him," he continued.

For information, Cloudflare is currently on the list of 25 global platforms that are requested to immediately take care of PSE registration.

Komdigi said that enforcement measures were carried out proportionally, considering that many public and commercial services depend on Cloudflare infrastructure.

Komdigi has also given up to 14 working days since the first anniversary was sent to all PSE including Cloudflare, to immediately sign up for their platform.

"After they received it, they already received this (a warning letter). The total is approximately 14 working days," he said.
