Revealed! Social Forestry Land In Karawang Becomes A Trash, Ministry Of Transportation Secures Main Controller

The Ministry of Forestry (Kemenhut) is cracking down on the practice of illegal waste disposal in the forest area produced by the Social Forestry scheme in Karawang Regency, West Java.

The prosecution was carried out after a complaint from the United Telukjambe Farmers Group Association rejected the Social Forestry area in Pasir Ipis as a disposal site and waste processing.

Head of the Balai Gakkum for the Java, Bali and Nusa Tenggara Regions of the Ministry of Transportation, Aswin Bangun, said that his party would not tolerate the misuse of the Social Forestry area.

"Anyone who abuses the Social Forestry area, either by making it a waste disposal location, trading, renting out, building businesses outside the provisions, or other forms of illegal activities, will be disciplined and take strict action according to the law," he said in a statement in Jakarta, Antara, Tuesday, October 18.

Gakkum officers have secured the main perpetrator with the initials KM (53) who controls disposal and waste management activities in the forest area.

In addition to arresting the perpetrators, officers also put up official seales, process crime scenes, and document field conditions for investigation purposes.

The disclosure of this case began with a report by farmer groups on September 29, 2025. On Wednesday (12/11), the Gakkum investigation team with the SPORC Brigade Elang went down to the forest area produced by Perhutani in the Pinayungan RPH and Wanakerta RPH, Telukjambe BKPH, Purwakarta KPH, Puseurjaya Village, Telukjambe Timur District.

At the location, the team found about 5.2 hectares of forest areas that were used as disposal sites and waste management and used goods without a permit.

For his actions, KM was charged with Article 78 paragraph (3) in conjunction with Article 50 paragraph (2) letter a of Law Number 41 of 1999 concerning Forestry as amended by Law Number 6 of 2023, with a maximum imprisonment of 10 years and a fine of up to IDR 7.5 billion.

The Director General of Gakkum Kemenhut, Dwi Januanto Nugroho, emphasized that this case is an important reminder that the Social Forestry program must go hand in hand with law enforcement.

“Perhutanan Sosial dirancang untuk memperkuat akses dan penghidupan masyarakat sekitar hutan. Ketika ada penyalahgunaan areal Perhutanan Sosial untuk pembuangan sampah atau kegiatan lain yang tidak sesuai ketentuan, negara wajib hadir untuk menertibkan,” ujarnya.

Social forestry is designed to strengthen access and livelihood of communities around the forest. When there is misuse of the Social Forestry area for waste disposal or other activities that are not in accordance with the provisions, the state must be present to regulate it," he said.
