Ministry Of ATR/BPN Reveals PNBP Realization As Of November 12 Reaches IDR 2.63 Trillion

JAKARTA - The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (Kemen ATR/BPN) revealed that the realization of Non-Tax State Revenue (PNBP) until November 12, 2025 reached IDR 2.63 trillion.

"The realization of PNBP as of November 12 in 2025 is IDR 2.63 trillion or 82.12 percent of the target set. This shows a positive trend even though it still requires acceleration steps to ensure optimal achievements at the end of the year," said Secretary General (Secretary General) of the Ministry of ATR/BPN Dalu Agung Darmawan as reported by ANTARA, Monday, November 17.

He conveyed that the realization and projection regarding the acceptance of PNBP of the Ministry of ATR/BPN in the last 5 years, the trend of PNBP realization has shown quite positive achievements.

In 2021 there can be seen anomalous data, this less optimal realization of the Ministry of ATR is hypothesised due to the COVID-19 pandemic.

However, entering 2022 until 2024, the achievement of PNBP at the Ministry of ATR is consistently at more than optimal results.

Meanwhile, for 2025 the PNBP target that has been set is IDR 3.2 trillion, this target is prepared by calculating the potential for land and spatial planning services, and supported by efforts to optimize services that continue to be improved.

"Proyeksi realisasi penerimaan hingga akhir tahun 2025 sebesar kurang lebih Rp3,13 triliun atau 97,66 persen, hal tersebut dikarenakan instabilities kondisi ekonomi nasional yang menyebabkan menurunnya transaksi properti terutama dalam bentuk tanah," kata Dalu Agung Darmawan.

As for year-on-year (YoY), he continued, as of November 12, the realization of PNBP revenues was higher in rupiah value than in previous years.

He conveyed the realization of PNBP revenues for five land services with the highest revenue value. The five services show an increase when compared to year-on-year in 2024 until 2025.

The first five services are maintenance of land registration data with the realization of revenue in 2025 of IDR 750.15 billion or an increase from 2024 of IDR 642.13 billion.

Second, the registration of dependent rights with the realization of revenues in 2025 amounting to Rp430.61 billion or an increase from 2024 of Rp426.48 billion.

Kemudian ketiga adalah perpanjangan Hak Guna Usaha (HGU) dan Hak pakai dengan realisasi penerimaan di tahun 2025 sebesar Rp462,85 miliar, menurun dari tahun 2024 sebesar Rp516,46 miliar.

Keempat, pengukuran dan pemetaan batas bidang tanah dengan realisasi peningkatan tahun 2025 sebesar Rp312,21 miliar, meningkat dari tahun 2024 sebesar Rp280,07 miliar.

"Dan terakhir kelima adalah pengecekan sertifikat dengan realisasi penerimaan tahun 2025 sebesar Rp134,66 miliar, meningkat dari tahun 2024 sebesar Rp131,06 miliar," kata Dalu Agung Darmawan.
