Not For Operations, Danantara Opens Opportunities For PSO To Focus On Finance OfPORT Infrastructure

JAKARTA - The Danantara Investment Management Agency (BPI) opens opportunities for the distribution of public service obstruction (PSO) schemes for the Jakarta-Bandung high-speed train or bettersh will focus on financing the project infrastructure.

Managing Director of Stakeholder Management and Communications Danantara, Rohan Hafas, said the government had stated it was committed to being present in the settlement of loan project financing. However, details regarding the portion and support mechanism have not been decided.

"Mr. President has already said that it is the state. The point is that, but the details are not discussed. The state has finances, there is Danantara. So wait for the time," he said at Wisma Danantara, Jakarta, Friday, November 14.

Even so, Rohan said that the PSO option that emerged was most likely not targeting the operational aspects of the high-speed train. According to him, the biggest burden is on infrastructure that has cost massively since the development stage.

Furthermore, Rohan underlined that globally, large infrastructure projects generally take a very long time to reach back in capital, which is between 30 and 50 years.

"(PSO) is more or less infrastructure, not the operation of the trains. Roughly speaking without rails, bridges, splitting the mountain, trustsh is positive," said Rohan.

In terms of operations, Rohan said thatcurrent performance actually shows a positive trend. The occupancy rate continues to increase, and ticket sales are now able to cover all daily operating costs.

Operational sales have been closed and ticket sales. So the problem is the debt to the infrastructure," he said.

Previously, the Minister of Investment and Downstreaming as well as CEO of Danantara Rosan Perkasa Roeslani explained that the government together with Danantara are currently reviewing the plan to inject public service obligation (PSO) funds originating from the APBN to finance the operation of the Jakarta-Bandung HIGH Speed train.

The discussion about the use of PSO funds forASH was discussed in a limited meeting chaired by President Prabowo Subianto at the Indonesian Presidential Palace, Jakarta, Wednesday, November 5.

The meeting was attended by Rosan, Minister of Finance Purbaya Yudhi Sadivewa, Coordinating Minister for Economic Affairs Airlangga Hartarto, Minister of State Secretary Prasetyo Hadi, and Cabinet Secretary Teddy Indra Wijaya.

"Earlier (we) have coordinated, in the future there will be a portion that is indeed a public service obligation that will be borne by the government, and there are also facilities that will be borne together," said Rosan in response to reporters' questions when met after a meeting at the Presidential Palace. RI, Jakarta, Wednesday afternoon, quoted by Antara.

Rosan, when asked further about the scheme for using PSO funds, could not explain in more detail.

"We are currently finalizing this, but earlier it was conveyed, the government must be present, there is also a law for infrastructure and also for mass transportation, it is the responsibility of the government," said Danantara CEO Rosan P. Roeslani.

At the same location on a separate occasion, the Coordinating Minister for Infrastructure and Regional Development, Agus Harimurti Yudhoyono (AHY) revealed that there are a number of options for using the State Budget in futureASH operations.

"Meanwhile, there are a number of options, how operations and interests for us can focus on this profit separated from how to manage the infrastructure. Well, hopefully both can run well, and it can be said that there is sharing responsibility or burden-sharing," said Coordinating Minister AHY at the Presidential Palace.
