Bahlil Says He Has Handed Over IDR 4.35 Trillion To PLN For Electric Programs

JAKARTA - Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia revealed that the government has handed over Rp4.35 trillion from the Ministry of Energy and Mineral Resources budget to PT PLN (Persero) to finance village electricity programs and free electricity connections for the community.

He explained that this assignment was handed over to PLN on the grounds that the state-owned stun company had the most prepared infrastructure to run the village listk program.

"We give this assignment to PLN because we think that the time is short, and those who have adequate infrastructure can do this," Bahlil said at a Working Meeting with Commission XII DPR RI, Tuesday, November 11.

The chairman of the Golkar Party explained that the funds came from the additional budget of the Ministry of Energy and Mineral Resources of Rp6.28 trillion in August 2025. The additional funds were then allocated to PLN and several other projects.

"The budget we got was IDR 6.28 trillion because the budget only appeared in August," Bahlil explained.

He detailed that the program included the construction of village electricity, the provision of free electricity connections through the Electricity New Installation Assistance (BPBL) program, pipelines, and household gas networks (jargas).

Because this additional fund was only given in August, he said, the absorption of the additional budget only reached around 2.48 percent in November 2025.

Furthermore, he explained, the Ministry of Energy and Mineral Resources budget is divided into two stages, namely the Main State Budget and the Revised State Budget.

In the Main State Budget, the initial ceiling reached around IDR 8.3 to IDR 8.4 trillion.

However, after efficiency was carried out, there was a refund of a budget of IDR 696.88 billion, bringing the total parent ceiling to IDR 7.84 trillion.

From the parent ceiling, the realization of the budget to date has reached 65 percent.

"The target for realization at the end of the year, the prognosis we have made can reach 94 percent. This is for once again the APBN in the parent DIPA," said Bahlil.
