OIKN Targets 20 Thousand Workers To Speed Up Development Of Legislative-Judicative Areas In IKN

JAKARTA - Head of the Capital Archipelago Authority (OIKN) Basuki Hadimuljono projects that the number of workers reaches 20 thousand people to accelerate the development of IKN.

According to him, after the issuance of Presidential Regulation (Perpres) Number 79 of 2025 which stipulates the capital city of the archipelago (IKN) as the center of Indonesian government, the physical and non-physical development in IKN will be even more massive. Currently, around 7,000 construction workers live in Construction Workers Residential (HPK).

"In the second stage, the number of workers is estimated at 20,000 to accelerate the development of IKN," Basuki said in a statement in Jakarta, Friday, quoted by Antara.

After Presidential Decree 79/2025, the IKN Authority began the preparation stage for the development of the Legislative and Judicial Region ecosystem. This step is an important part in complementing the triacity of the polytica in the second phase of IKN development, which includes physical development, preparation of regulations, to the development of human resource capacity.

The second phase of physical development is focused on Legislative and Judicial Areas. The signature of the contract for the results of the construction auction is scheduled to take place from late October to November 2025.

The legislative office complex will be built on an area of 42 hectares with a budget of IDR 8.5 trillion (2025'2027), including the Plenary Session Building, Plaza Democracy, Serambi Musyawarah, Museum, and other work buildings.

Meanwhile, the 15-hectare judicial complex with a budget of IDR 3.1 trillion will be built in the Constitutional Court building, the Judicial Commission, and the Supreme Court. The construction process for the two complexes is estimated to take 25 months, starting November 2025.

The IKN infrastructure development budget is sourced from three financing schemes, namely APBN funds amounting to IDR 48.8 trillion (2025 2028), Government and Business Entity Cooperation (KPBU) with an estimated value of IDR 158.72 trillion (as of October 2025) and Pure Private Investment with an estimated value of IDR 66.3 trillion (as of October 2025).

Basuki emphasized that the construction of the second phase will be faster. In addition to office buildings, other priority developments include the arrangement of the Sepaku Market, State Mosque, and Basilica targeted for completion and operation by the end of 2025.

Other supporting facilities, such as road connectivity in the Central Government Core Area (KIPP) Sub-WP 1B and 1C, housing, markets, and educational facilities, are also being prepared to support the relocation of ASN to Nusantara.

As a supporter of physical infrastructure, the IKN Authority also ensures that the raw water source in IKN can meet the needs of ASN who will move to IKN through the Sepaku Semoi Dam with an area of 800 - 900 Ha with a capacity of 16 million cubic meters and capable of providing 2,500 liters / second raw water.

From the availability of raw water, 1,500 liters/second will be channeled to IKN and 1,000 liters/second flowed to Balikpapan. In addition to the dam, Intake Sepaku has also been prepared with a water treatment installation with a capacity of 300 liters/second. Water flowing from IKN is drinking water.

With the start of the preparation stage for the development of Legislative and Judicial Regions, IKN further strengthens its foundation as a center of modern, inclusive and sustainable government.

This development not only provides decent infrastructure, but also creates an integrated government, social and economic ecosystem, providing tangible benefits for ASN, construction workers, and the surrounding community.
