Minister Of Public Works Admits Gilimanuk's Toll Road Is Still Quiet Even Though It Is On The PSN List

JAKARTA - The government has included the Gilimanuk 'Menwi Toll Road in the list of National Strategic Projects (PSN) recently. However, the construction of the obstruction-free section has not yet begun.

Related to this, the Minister of Public Works (PU) Dody Hanggodo also opened his voice.

He said the toll road project was still empty of investors.

This was conveyed by Dody in a Media Briefing at the Ministry of Public Works office, Jakarta, Friday, October 31.

"What I know is that there are not many investors who are interested, because there are traffic jams, not there. So, there are still many discussions," said Dody.

However, Dody said, currently the road construction is still under investigation and project analysis or due diligence.

"It's just that everything is still in the due diligence process. So, say in Bali Gilimanuk 'Menwi, whether it's the Gilimanuk 'Learning' section or wanting to use other sections. It really has to be discussed with potential investors and local governments," he said.

In addition, he continued, his party has also offered the toll road project to a number of investors. "I said this is still a process. However, yesterday we threw this at several toll road investors," he concluded.

Previously, the Ministry of Public Works would auction off nine infrastructure projects that would be realized using the Government Cooperation and Business Entity Investment (KPBU) scheme with a total value of IDR 90 trillion.

Minister Dody said that the nine projects had also been offered in a series of International Conference of Infrastructure (ICI) agendas which had been held on 11-12 June 2025.

"We have a total of 55 projects with a KPBU scheme that is ready to be offered. And in this ICI forum, nine KPBU projects worth Rp90 trillion will be opened for investment. Let's build smarter, greener and inclusive infrastructure together," said Dody as quoted from his written statement, Saturday, June 14.

The nine projects that will be offered include 5 potential dams. For example, the Way Sekampung Dam in Lampung which can also be used as a hydropower plant to a floating solar power plant (floating photovoltaic) of 5.4 mega watts (MW).

Then, Tapin Dam in South Kalimantan (2.7 MW), Cipanas Dam (3 MW) and Leuwikeris Dam (7.4 MW) in West Java and Karalloe Dam in South Sulawesi.

Furthermore, there are three toll road projects, namely the Gilimanuk 'Mengawi Toll Road in Bali Province with a length of 96.84 kilometers, the Pejagan 'Cilacap Toll Road in Central Java with a length of 95.39 kilometers and the Sentul' Karawang Toll Road in West Java with a length of 60.36 kilometers.

Finally, the potential for KPBU cooperation for the Manggar Final Waste Processing Project (TPAS) in East Kalimantan.

Terbaru, Pemerintah melalui Kementerian Koordinator Bidang Perekonomian telah menetapkan proyek Jalan Tol Gilimanuk–Mengwi masuk daftar PSN di era kepemimpinan Presiden Prabowo Subianto.

Hal tersebut sebagaimana tercantum dalam Peraturan Menteri Koordinator (Permenko) Bidang Perekonomian Nomor 16 Tahun 2025 Tentang Perubahan Kedelapan Atas Permenko Bidang Perekonomian Nomor 7 Tahun 2021 Tentang Proyek Strategis Nasional, yang diteken Menko Bidang Perekonomian Airlangga Hartarto pada 24 September 2025.

Most recently, the Government through the Coordinating Ministry for Economic Affairs has set the Gilimanuk 'Learning Toll Road project to be included in the PSN list in the era of President Prabowo Subianto's leadership.

This is as stated in the Regulation of the Coordinating Minister for the Economy Number 16 of 2025 concerning the Eighth Amendment to the Coordinating Minister for Economic Affairs Number 7 of 2021 concerning National Strategic Projects, which was signed by the Coordinating Minister for the Economy Airlangga Hartarto on September 24, 2025.
