No QRIS, Free Parking! New Breakthrough Of Mataram Transportation Agency Makes Jukir Excited
The Department of Transportation (Dishub) of Mataram City, West Nusa Tenggara (NTB), has started optimizing non-cash parking payments using the QRIS (Quick Response Code Indonesian Standard) to prevent leakage and increase regional income.
Head of the Mataram City Transportation Agency, Zulkarwin, said that the initial stage of implementing this non-cash payment system is mandatory for state civil servants (ASN) within the Transportation Agency.
"All employees at the Transportation Agency ask to be an example. Every time they park a vehicle, they have to pay with the QRIS application," said Zulkarwin in Mataram, Antara, Wednesday, October 29.
To optimize the implementation of this system, the Transportation Agency is also preparing new rules that allow parking service users not to pay if the parking attendant does not offer payment options via QRIS.
This step is taken so that parking attendants are active in socializing non-cash systems as well as changing the habits of people who are still dependent on cash payments.
"If parking attendants don't offer QRIS, people can park for free. So they will be more active, and residents are used to paying non-cash," he said.
Zulkarwin gave an example of the implementation of a similar system at Lombok Epicentrum Mall, which now fully uses non-cash payments for parking.
"Initially people were not used to it, but after it was implemented massively, like it or not, everyone followed the rules," he said.
He explained that parking payments with QRIS can display real data regarding the potential for parking, the number of vehicles that use roadside parking services, to transparency of incentives for parking attendants.
"With the QRIS system, potential income can be monitored directly and leaks can be reduced. In addition, parking attendant incentives can also be calculated clearly," said Zulkarwin.
The parking field coordinator has also been asked to tighten supervision of parking attendants who have not offered QRIS payments.
As of mid-October 2025, the realization of the Mataram City parking levy has reached Rp7.8 billion from the target of Rp18.5 billion. The Transportation Agency projects that the achievement by the end of the year can reach Rp10 billion.

"We have not been able to fulfill the target of Rp. 18 billion because there has been no change in parking rates. The target will only be realistic after the new tariff is implemented," he explained.
The current parking rates are IDR 1,000 for two-wheeled vehicles and IDR 2,000 for four-wheelers. In the revised tariffs that have been ratified but have not been implemented, the new tariff will increase to IDR 2,000 for two-wheelers and IDR 5,000 for four wheels.
