Head Of ICT Division Of The National Police: Technology Becomes A Transformation To The Precision Police
The Head of the Information and Communication Technology Division (Kadiv ICT) of the National Police, Inspector General Slamet Uliandi, emphasized that information technology is the main lever in realizing the transformation of the Police which is effective, transparent, and trusted by the public.
This was conveyed by Inspector General Slamet while leading a morning rally within the National Police's ICT Division, as well as providing direction for ICT support in the formation of the Police Reform Transformation Team in Jakarta, Monday, October 27.
"The ICT Polri Transformation Roadmap that we have compiled is not just a technical document, but a blueprint of changes to a strategic map that becomes the main pillar as well as an accelerator for Polri reform towards a precise organizational posture and is again trusted by the community," said Inspector General Slamet.
According to him, the transformation of the National Police does not only talk about technology, but also changes in ways of thinking and working in all organizational lines. Technology eventually returns to our own human resources. Transformation is not only a matter of the system, but about how we work and think in a new way,' he said.
The Head of ICT Division explained that the design of the transformation that can be realized quickly will focus on three main fields, namely internal supervision, public services, and professionalism.
"We call this the main priority of implementation, so that it is a quick wins whose achievements can be seen in the first three months," he said.
In the field of internal supervision, Inspector General Slamet encourages the optimization of public infrastructure such as CCTV at SPKT, Detective, SIM, and SKCK to operate 24 hours and be directly connected to the Command Center. He also emphasized the importance of implementing the Body Worn Camera (BWC) for investigators and field officers as a form of transparency in interaction with the community.
Meanwhile, in public services, strengthening is directed at optimizing the Super App Police and the Zero Ticket Pending target, which means that all public complaints must be resolved in less than 24 hours.
"Make sure the emergency service Yanpol 110 is active again and able to respond to each call quickly and completely," he said.
The Head of the ICT Division also highlighted the importance of integration and interoperability of the Police information system so that all data and service processes can be connected to each other. Every system, data, and process must be integrated, so that Polri services to the community become faster, more transparent, and accountable," he added.

In addition, Inspector General Slamet emphasized that digital transformation must be accompanied by strengthening competent ICT human resources and integrity. He encourages every ICT Div personnel to continue to develop competence through routine training, both technical and managerial, as well as foster a sustainable learning spirit.
"Strong ICT human resources are the main foundation so that all digital Polri programs can run effectively and provide real benefits to society," said Inspector General Slamet.
In his direction, the Head of the ICT Division also ensures full support for the development of digital infrastructure through the One Data Polri Portal which will publish weekly kamtibmas reports periodically.
"Accelerated the construction of closed networks (SD-WAN) of up to 85 percent of Mako Polda and Polres are connected. Also make sure 100 percent of operator 110 and Command Center have participated in acceleration training," he said.
Inspector General Slamet reminded all members of the National Police's ICT Div to be role models in data-based work (data-driven working), uphold transparency, and be oriented towards public services.
"Every member of the ICT Division must be an example in data-driven working, transparency, and orientation on public services. This is the foundation of change towards the Police which is increasingly Precise and trusted by the community," he concluded.
