Karian Dam Water Pipes IDR 2.44 Trillion Ready To Be Built, Target Completed 2027

JAKARTA - The Ministry of Public Works (PU) will start the Karian Dam-Serpong Water Conveyance System (KSCS) Package 3 project worth IDR 2.44 trillion. KSCS is one of the national strategic projects (PSN) in developing a raw water supply system for Banten, West Java and DKI Jakarta.

PU Minister Dody Hanggodo said KSCS is part of the integral of the Karian Dam raw water supply system in Lebak, Banten. The project is targeted for completion in May 2027.

"Through this infrastructure, water from Karian is presented to Serpong to serve nearly two million people or the equivalent of 360,000 house connections (SR) and will support the industrial sector, MSMEs in metropolitan areas," said Dody at the signing of the KSCS Construction Work Package Contract at the Ministry of Public Works office, Jakarta, Friday, October 17.

Later, the work includes the construction of a 43 kilometer transmission pipe (km), the installation of a pump booster and a main pipe, control systems and other supporting facilities to ensure the efficiency and reliability of water entry.

"We have to be honest that the trip to signing this contract takes longer than the initial plan. I believe this delay is not because things are not good, but because of the complexity of aligning technical aspects, regulations, coordination between institutions and maintaining better contract governance," he said.

Meanwhile, the Director General of Water Resources at the Ministry of Public Works, Dwi Purwantono, explained that the project is a raw water supply activity of 6.45 cubic meters per second to support the improvement of safe and sustainable water services. The project covers three service areas, namely Banten, Jakarta and West Java.

He explained that the construction of the construction project was divided into three packages. Package 1 was built by Waskita BRP and CK Joint Venture, with a contract value of 56.86 million US dollars. Package 2 of service providers of PT PP-KR Joint Venture with a value of 49.34 million US dollars.

Then Package 3, the service providers are Wijaya Karya, Nindya Karya and Jaya Konstruksi with a contract value of 41.04 million US dollars. When calculated roughly, the accumulation of the project value reached 147.24 million US dollars or around Rp. 2.44 trillion (assuming an exchange rate of Rp. 16,750).

"The main scope of work includes the construction of a booster pump and a transmission network segment 1-3 with a length of approximately 43 kilometers. The work is carried out through a multi-year contract with funding sources originating from the Korean Exim Bank EDPF loan from 2025 to 2027 with a contract period of 20 months," he explained.

The KSCS project will be synergized with the construction of the Water Processing Installation (IPA) in the Karian Regional Drinking Water Supply System (SPAM) Serpong.

The KSCS project is part of the implementation of the PU 608 policy strategy, which targets investment efficiency with ICOR below 6, poverty alleviation to zero percent and economic growth to 8 percent by 2029.
