DPRD Asks Pramono To Blacklist Contractors For Excavation Projects Damaged By Jakarta Roads
JAKARTA - DKI Jakarta DPRD asked Governor Pramono Anung to issue strict rules to operators of utility network projects that often work carelessly and damage the streets of the capital city.
Member of the Special Committee (Pansus) for the Draft Regional Regulation (Raperda) of the Utilities Network of the DKI DPRD, Ida Maheasy, assessed that the DKI Provincial Government needs to give warnings to blacklist or not issue permits to excavation project implementing companies that have not reorganized their roads properly after the project is complete.
"In this regional regulation, many (derivative regulations) will be decided by the Governor. We entrust it to the Governor, that many companies have been paving roads, closing them carelessly. I have been fussy about asking to be followed up," Ida told reporters, Friday, October 17.
Ida hopes that the derivative regulations of the Utilities Network Regional Regulation which will be in the form of a governor's regulation can be stricter, especially in supervising and imposing sanctions on non-professional project organizers.
"I hope that the governor's office and regulations (regulations) will be even stricter, that the PT-PT project that has been building so far is not good, not to be given permission anymore. But for sure, those who want to build must return the road that was smooth and still smooth, no longer have potholes," said Ida.
Furthermore, Ida assessed that accelerating the discussion of the Utilities Network Raperda was important to regulate underground infrastructure while at the same time closing the gap in leakage of regional income.
In addition to rearranging the chaotic cables and utility networks, this regional regulation is also expected to increase regional retribution that can be used for the public interest.
"Certainly this (raperda network of utilities) is for the people of Jakarta, so far they have been free, they put cables on all pillars without any manners, made the scenery not beautiful, made the pole collapse and so on," said Ida.
The Special Committee for the Utilities Network of the DKI Jakarta DPRD has completed the discussion of the discussion of XI chapter and 41 articles. This draft will be submitted to the Regional Regulation Formation Agency (Bapemperda) for its ratification processing.

With this regional regulation, continued Ida, all utilities network operators will also be required to pay regional retribution.
"The existence of this regional regulation will finally be neatly arranged that they are obliged to provide a retribution for one of the DKI Jakarta regional revenues. Of course for the people of DKI Jakarta. It can be used to improve the economy, reduce floods, congestion, build flats, and so on," he concluded.
