Ministry Of ATR/BPN Says PTSL Provides A Community With Legal Certainty Over Land
JAKARTA - The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) revealed that the Complete Systematic Land Registration (PTSL) program aims to provide a community with legal certainty over land, as well as a well-organized and sustainable living space.
"This effort is an important foundation in maintaining regional resilience and equitable development throughout Indonesia." said Head of the Public Relations and Protocol Bureau of the Ministry of ATR/BPN Harison Mocodompis as reported by ANTARA, Sunday, October 12.
From January 2025 to September 2025, the PTSL program has reached around 899 thousand plots of land.
According to him, the Ministry of ATR/BPN has a function of controlling spatial planning at the national level and is continued at the regional level by the local government.
This control is needed to ensure that the use of space and land does not really violate the provisions so as to ensure a better quality of life.
By 2025, the Ministry of ATR targets PTSL to reach 1.5 million fields. This figure is lower than previous years which reached 3 million fields. This is part of an efficiency and adjustment strategy with the remaining unregistered land.
Based on data on the official website of the Ministry of ATR which was accessed this Saturday, the total registered land parcels reached 123,140,737 fields from 2017 to September 2025. Meanwhile, the total certified land parcels reached 96,988,146 plots.
"The Ministry of ATR/BPN has transformed into an institution that serves, is professional and reliable. Through various strategic programs, such as Complete Systematic Land Registration (PTSL), the Ministry of ATR/BPN seeks to ensure that the community has legal certainty over land, as well as a well-organized and sustainable living space," said Harison.

Pada akhir September 2025, Kementerian ATR juga menyerahkan sertifikat tanah kepada penggiat Usaha Mikro, Kecil, dan Menengah (UMKM) di Garut, Jawa Barat.
Penataan aset melalui pemberian sertifikat itu dilakukan melalui program Redistribusi Tanah dan legalisasi aset lainnya, seperti Pendaftaran Tanah Sistematis Lengkap (PTSL) dan Sertipikat Hak Atas Tanah lintas sektor,
Dengan adanya sertifikat tanah yang sah dan diakui oleh negara, Kementerian ATR berharap masyarakat, termasuk pelaku UMKM, dapat mengembangkan usaha dan meningkatkan kesejahteraan.

At the end of September 2025, the Ministry of ATR also handed over land certificates to Micro, Small and Medium Enterprises (MSMEs) activists in Garut, West Java.
Asset management through the granting of certificates is carried out through the Land Redistribution program and legalization of other assets, such as Complete Systematic Land Registration (PTSL) and Certipikat of Land Rights across sectors.
With the legal and recognized land certificate by the state, the Ministry of ATR hopes that the community, including MSME players, can develop their business and improve welfare.
