Menkop Ferry Calls There Has Been A Cooperative For Applying For A Coal And Mining Managing Permit

JAKARTA - A number of cooperatives are said to have started applying for permits to manage mineral and coal mining (minerba). This was confirmed by the Minister of Cooperatives (Menkop) Ferry Juliantono.

The submission was made after the government issued Government Regulation (PP) Number 39 of 2025 concerning the Second Amendment to PP 96/2021 concerning the Implementation of Mineral and Coal Mining Business Activities.

The regulation opens up opportunities for cooperative business entities to enter major sectors, one of which is mining.

"There have been several (operational), I heard from the regions that submitted it," Ferry said when met by reporters after the Investor Daily Summit entitled "New Economic Order" at the Jakarta Convention Center, Wednesday, October 8.

Cooperative work permits in the mineral and coal sector are also not limited regionally, so cooperatives from any area can apply to obtain a Mining Business Permit Area (WIUP).

According to Ferry, the new rule is a historic milestone because this is the first time cooperatives have been given a legal opportunity to manage mineral and coal mines with an area of 2,500 hectares (ha).

It is known that the Ministry of Cooperatives (Kemenkop) will be responsible for the administrative verification process and the legality of cooperative membership, while the Ministry of Energy and Mineral Resources (ESDM) will handle the technical aspects of mining.

The two ministries will issue their respective derivative rules, both in the form of ministerial regulations and technical instructions, to clarify the implementation mechanism.

"Technically, the Ministry of Cooperatives will make regulations, at the Ministry of Energy and Mineral Resources there is also. But this is an opportunity, the first history of cooperatives being allowed to manage a 2,500 hectare mineral mine," he explained.
