Funds Of IDR 200 Trillion Disbursed To Himbara, Airlangga Reveals Lowering Interest Rates Makes Banking Hot

Coordinating Minister for Economic Affairs Airlangga Hartarto said that the government had placed Rp200 trillion in funds to four bank members of the Association of State-Owned Banks (Himbara), aiming to strengthen liquidity in the banking sector.

Airlangga explained that as a result of this policy, there was a decrease in the rate of interest rates and decreases, which made a number of banking industry players feel anxious.

"The government also continues to push with the placement of Rp200 trillion in funds so that liquidity in the market is filled. The impact is of course a decrease in interest rates, it makes banks a bit hot and cold too," he said at the event 'Navigating Indonesian Economy Amid Global Shifts', Tuesday, October 7th.

He also added that previously market conditions tended to be stable towards the end of the year. However, after the placement of these funds, the dynamics of the market changed, especially related to interbank competition in raising funds and disbursing credit.

"Because it was already a bit calm with the situation at the end of the year, but with the accumulation of Rp200 trillion in funds in the market, of course the competition and reduction in interest rates will occur," he said.

For information, the Minister of Finance of Purbaya Yudhi Sadive officially issued regulations for the placement of government cash funds that had not been used worth Rp200 trillion to five national banks.

This provision is contained in the Decree of the Minister of Finance (KMK) Number 276 of 2025 concerning Placement of State Money in the Context of Managing Excess and Lack of Cash to Support the Implementation of Government Programs and Encouraging Economic Growth, which was signed on Friday, September 12, 2025.

"That to carry out the management of the central government's excess cash, the Minister of Finance is in accordance with its authority as the state's general treasurer to place state money from the government treasury in Bank Indonesia," quoted from the considering section of KMK 276/2025.

The KMK explains that the funds are placed in five partner banks, namely PT Bank Rakyat Indonesia (Persero) Tbk; PT Bank Negara Indonesia (Persero) Tbk; PT Bank Mandiri (Persero) Tbk; PT Bank Tabungan Negara (Persero) Tbk; and PT Bank Syariah Indonesia Tbk.

As for the second dictum of KMK 276/2025, it is stated that the placement of state money worth Rp200 trillion in the first phase, distribution is carried out in stages with the Mitra Kerja limit at each Partner Commercial Bank, namely BRI, BNI, and Mandiri each receiving Rp55 trillion, BTN Rp25 trillion, and BSI Rp10 trillion.

Bank Umum Mitra entered into a partnership agreement with the Director General of Treasury, which contains at least: the identities of the parties; the rights and obligations of the parties; reporting; prohibition; fines and sanctions; force majeure; dispute resolution; communication and notification; withdrawal of funds; changes to the agreement; and the term of the partnership agreement.

"The General Bank of Partners as referred to in the KESATI Dictum is prohibited from using money from placing State Money as referred to in the Second Dictum to buy Government Securities (SBN)," as stated in the fifth dictum of the KMK.

The placement of State Money to the Partner Commercial Bank was carried out in the form of a conventional / sharia On Call Deposit with a mechanism without an auction.

Regarding the placement of State Money to the Partner Commercial Bank as referred to in the KESATU Dictum, 80.476 percent of the BI 7-Day Reverse Repo - Rate (BI 7-DR Rate) for the Placement Account in the Rupiah.

The National Money placement tenor is carried out for a period of 6 months and can be extended, and the Placement of Funds at the Partner Commercial Bank applies risk management through: the use of the Giro Mandatory Minimum Detention (GWM) mechanism at Bank Indonesia, if the Partner Commercial Bank cannot fulfill the obligation to return Fund Placement; and/or other forms of risk mitigation taking into account financial market conditions, the results of risk analysis, as well as recommendations from relevant authorities.
