Bappenas: Downstream Food Commidities Needs To Be Prioritized

JAKARTA The Earth Economy Coalition (KEM) together with Track Energy Asia, collaborated with the Association of Indonesian Regency Governments (Apkasi), again held the Development Planning Innovation Strategy (SIPP) Award 2025.

Secretary of the Deputy for Regional Development of the Ministry of National Development/Bappenas Wedar Haryagung Adji said this event was an important momentum to affirm the district's commitment to designing sustainable long-term development to encourage local economic growth, environmental recovery, and social resilience of the community.

"Continuing sustainable development is not just an environmental issue, but a spirit that must be present in all development sectors. The pandemic proves that the food sector is more resilient than the extractive industry, so downstream food commodities need to be prioritized as part of regional planning documents," said Wedar Haryagung Adji.

Although the green transition requires huge costs, he said, there are many funding schemes that can be accessed, and if replicated widely, this step will open up great opportunities for a strong competitive Indonesian bioeconomic.

This award is given to the districts participating in the Technical Guidance for the Preparation of the 2025 2045 Regional Long-Term Development Draft (RPJMD) and the 2025 2029 Regional Medium-Term Development Draft (RPJMD), which were chosen based on the existence of important ecosystems such as forests, peat, mangroves, and coasts, as well as the development of superior commodities such as agriculture, coffee, cocoa, coconut and bamboo. Of the total 80 participating districts, as many as 24 districts submitted documents for the Final Draft of the RPJPD and RPJMD.

After going through a rigorous selection process, 13 districts were declared winners in six categories of the 2025 SIPP Award, namely, Comprehensive, Commitment, Initiative, Innovative, Restorative Economy, and Persona.

This year's Restorative Economic Category was achieved by Trenggalek Regency and Central Bangka Regency. Trenggalek emphasized the strategy towards net zero carbon by balancing the industrial and agrarian base sectors, while Central Bangka presents a post-mining program that changes the face of the economy from extractive to sustainable agriculture.

"Our regent emphasized that Central Bangka should no longer depend on mining. For this reason, in our planning we continue to look for other options that are more sustainable, one of which is by strengthening coconut, coffee, cocoa, and the fisheries sector," said Head of Bappelitbangda, Central Bangka Regency, Joko

The Initiative category was won by Ogan Komering Ilir Regency through ad hoc documents for carbon market and Bogor Regency research with an emission inventory and climate budgeting.

The Innovative Category highlights North Musi Rawas Regency with the development of environmental schools and Wonosobo Regency which proves that agrarian economic growth can be in line with emission reduction.

Meanwhile, the Commitment Category is given to Gowa Regency and Sintang Regency which shows consistency in reducing green strategies to the stage of budget implementation.

In addition, awards were also given to Sigi Regency and Aceh Tamiang Regency to the Comprehensive category thanks to planning documents in line with Permendagri No. 86 of 2017 and Inmendagri No. 2 of 2025.

Meanwhile, the Persona category was given to three inspirational and active figures to move their districts: Head of Bappelitbangda Central Bangka Regency Joko Sacrifihi; Head of the Bone Bolango Regency Bappeda, Roswati Agus; Head of Trenggalek Regency Bappedalitbang Ratna Sulistyowati.

"The SIPP Award is not just a ceremonial, but a step to encourage districts to see low-carbon development as an opportunity, not a burden," said Chairman of the Board of Economic Coalition Management, Earth to Gita Syahrani.

Gita bilang, rantai nilai bioekonomi yang bertanggung jawab dapat menciptakan nilai tambah, lapangan kerja lokal, dan mengurangi risiko fiskal dari bencana.

Dengan total 13 kabupaten pemenang, SIPP Award 2025 membuktikan bahwa kabupaten siap menjadi motor penggerak transformasi menuju ekonomi hijau.

"Ajang ini diharapkan mempercepat pelembagaan pembangunan lestari dalam kebijakan daerah serta memperkuat kolaborasi multipihak demi Indonesia yang berdaya dan berkelanjutan," pungkasnya.

Gita said the responsible bioeconomic value chain could create added value, local employment opportunities, and reduce the fiscal risk of disasters.

With a total of 13 winning districts, the 2025 SIPP Award proves that the district is ready to become a driving force for the transformation towards a green economy.

"This event is expected to accelerate the institutional development of sustainable regional policies and strengthen multi-party collaboration for a empowered and sustainable Indonesia," he concluded.
