Fishermen Admit Disappointed With Pramono Anung's Statement About The Concrete Fence In Cilincing Waters
JAKARTA - A number of fishermen in Jakarta Bay criticized DKI Jakarta Governor Pramono Anung regarding his statement that the DKI Provincial Government did not issue an Approval permit for the Compliance of Marine Spatial Utilization Activities (PKKPRL) for the construction of a concrete embankment on the Cilincing coast. Pramono said that the permit was issued by the Ministry of Marine Affairs and Fisheries (KKP).
The chairman of Indonesian Traditional Fishermen (KNTI), Daeng Tahir, regretted Pramono Anung's statement.
"Regarding the regulatory issue, now Mr. Pramono Anung has a statement that the Governor of DKI has never given permission for the construction of the KCN port, that's the domain of the KKP. He threw the ball, right. Meanwhile, the people who are harmed are the people, the people of DKI. It shouldn't be a statment like that," said Daeng Tahir when confirmed by VOI, Friday, September 12, 2025.
Daeng Tahir revealed that DKI Jakarta Governor Pramono Anung should have summoned KCN (Carya Citra Nusantara).
"He should be the father of the people of DKI, he should be in front (protect). Or at least call this KCN. This KCN is actually a private company that takes refuge in a state-owned company," he explained.
Regarding the installation of concrete on the Cilincing coast, it is suspected that there is a 'kongkalingkong' that is detrimental to fishing communities in Jakarta Bay.
"So this is all a trick, that's why I will criticize the statement from the Governor of DKI, don't throw the ball. If it's more than 2 miles from the shoreline, that's the authority of the KKP. But this is connected to the mainland in DKI," he explained.
The DKI Jakarta Provincial Government, he continued, should help the people of Jakarta, especially fishermen on the coast of Cilincing.
"You have to help the people of DKI, don't throw the ball at the Ministry. It can't be like that, as if he (the Governor of DKI Jakarta) doesn't want to know about the affairs of Jakarta residents (the Cilincing coastal service)," he said.

The emergence of this embankment is in the spotlight on social media because it is feared that it will disturb fishermen in looking for fish.
Later, it was discovered that this embankment was built by PT Karya Citra Nusantara (KCN), a port business entity that operates a public terminal at Marunda Port, North Jakarta.
PT KCN is a joint venture between PT KBN (BUMN) with a share proportion of 15 percent and PT KTU (private) of 85 percent. A total of 25.85 percent of PT KBN is also owned by the DKI Provincial Government.
Please note, DKI Jakarta Governor Pramono Anung emphasized that the DKI Jakarta Provincial Government has never issued a permit for the construction of a sea fence on the coast of Cilincing waters, North Jakarta. The granting of full permission is under the authority of the Ministry of Marine Affairs and Fisheries (KKP) granted to PT KCN.
"I want to convey things related to the sea fence that went viral yesterday. We need to convey that the DKI Jakarta government did not issue a permit for the sea fence and this is the authority of the Ministry of KKP which was given to PT Karya Cipta Nusantara," said Pramono, at the Tavia Hotel, Central Jakarta, Thursday, September 11, 2025.
Pramono emphasized that the local government's position only ensures that fishing activities in the area are not disrupted. He has asked the head of the relevant service to immediately invite PT KCN, and provided guarantees to provide access to fishermen who are active in the place.
