Baleg Chairman Ensures Bill On Asset Confiscation Is Open, Target Is Completed 2025
JAKARTA - Chairman of the Legislation Body of the DPR RI Bob Hasan ensured that the Draft Law on Asset Confiscation would be discussed openly and transparently by prioritizing the principle of meaningful public participation.
Meaningful participation must be emphasized so that the public not only knows the title of the law but also understands the substance contained in it. He also targets the Asset Confiscation Bill to be completed by 2025.
"There should be no closed discussion. Everything must be accessed by the public," he said in Jakarta, Antara, Thursday, September 11.
The discussion of the Asset Confiscation Bill cannot be separated from ongoing criminal law reforms. This bill, he said, would be prepared in parallel to the Draft Criminal Procedure Code (RKUHAP) which is currently being finalized.
According to him, this is important considering the confiscation of assets is closely related to the criminal procedural law mechanism.
"It must be clear whether the confiscation of assets includes proceeds of origin, additional crimes, basic crimes, or even civil domain," he said.
Bob Hasan reminded that the new Criminal Code will officially take effect from January 1, 2026. Thus, the preparation of the RKUHAP and the Asset Confiscation Bill must be in rhythm in order to create strong synchronization in the national legal system.

"Don't get the wrong direction. The Criminal Code applies in 2026, so other legal events and instruments, including confiscation of assets, must have a solid foundation," he said.
