Riau Police Encourages Kuansing People's Mining To Be Operated, 'Dubalang' Becomes Order Guard

JAKARTA - The Riau Police have encouraged the government to reactivate the mining area of the people in Kuantan Singingi (Kuansing). The goal is as an economic alternative for people who have been living on gold mining without a permit (PETI).

Riau Police Chief Inspector General Herry Heryyawan explained that the mining of the people will later be managed with a new concept based on local wisdom.

His party will form the Dubalang team, namely the security unit of indigenous peoples who function to maintain security, order, as well as preserve customs in the mining area of the people.

This Dubalang is similar to pecalang in Bali. In Java, it is known as upstreambalang. Its members will come from local community leaders, RT, and other elements of society. They will oversee the mining area of the people in Kuansing," said Herry Heryyawan in his statement, Wednesday, September 10.

According to the man who is often called Herimen, Dubalang's role is very important so that people can protect their own area from the threat of PETI. That way, there is social prevention and silting power against illegal activities that damage the environment.

"The basic idea is simple, people take care of the community. Dubalang will ensure that people's economic activities continue without destroying nature, while raising collective awareness about the dangers of PETI," said Herry.

Tak hanya itu, aktif Dubalang nantinya akan terintegrasi dengan poskamling di daerah serta tim Raga Polres setempat. Dengan begitu, sistem pengawasan berjalan berlapis, menghitamakan pendekatan persuasian dan partisipasi masyarakat.

"This is an alternative economic concept that is carried out together, and is guarded by the community itself. Dubalang is a symbol that Kuansing residents are able to keep their territory safe, orderly, as well as productive," he said.

Herimen said that the Riau Police's move was not only about security and economic arrangements, but also a real implementation of the Green Policing concept.

As the only Polda in Indonesia that carries an ecological approach in law enforcement, the Riau Police emphasized that every policy must be environmentally sustainable.

The people's mines based on local wisdom supervised by Dubalang are a form of collaboration between officials, local governments, and the community in maintaining natural balance.

With this pattern, he continued, mining products can provide economic benefits, but it remains under control so as not to cause forest damage and river pollution.
