Concrete Embankment On The Cilincing Coast, Who Owns?
JAKARTA - Social media was shocked by the existence of a concrete embankment in the coastal area of Cilincing, North Jakarta. The existence of the embankment was recorded in a video uploaded to the @cilinginfo Instagram account.
The video was recorded by a fishing boat from above the boat. You can see concrete with a length of 2 to 3 kilometers which seems to divide the waters on the north coast of Jakarta. The fisherman revealed that he had to go far to the ocean in order to find fish.
"The concrete embankment on the Cilincing Coast makes it difficult for coastal fishermen to pass. There are approximately 23 kilometers long. Initially, the crossing between fishermen made it difficult to find fish because they had to turn far away with this concrete embankment," said a fisherman in the video, quoted on Wednesday, September 10.
Until now, it is known who the owner built the concrete embankment. The existence of this new embankment that has drawn public spotlight is still a mystery. When confirmed, the DKI Jakarta Water Resources Service (SDA) claimed the embankment was not the government's National Capital Integrated Coastal Development (NCICD) project.

The same narrative was revealed by the Head of the Planning Subgroup for Rob Control and Coastal Development of the DKI Jakarta Water Resources Service, Alfan Widyastanto.
"The DKI Jakarta Natural Resources Service did not issue a permit and did not have the authority to build the embankment. Then regarding further information regarding the embankment, maybe it can be checked in the field itself," said Alfan.
Head of the DKI Jakarta SDA Agency, Ika Agustin Ningrum, also confirmed the previous statement. Both the DKI Provincial Government and the central government, in this case the Ministry of Public Works (PU), according to Ika, are currently not doing embankment work at that location.
