Dito Ariotedjo Lengser From The Menpora Seat, APO Urges Permenpora Number 14 Of 2024 To Be Revoked Immediately

JAKARTA The Sports Rescue Alliance (APO) has urged that the Regulation of the Minister of Youth and Sports (Permenpora) Number 14 of 2024 be immediately revoked.

The demands were conveyed by the APO crowd when holding a demonstration in front of the office of the Ministry of Youth and Sports (Kemenpora), Senayan, Jakarta, on Tuesday, September 9, 2025.

Secretary-General of APO, La Ode Aindo, emphasized that this action was carried out to save the future of national sports. He said Permenpora Number 14 of 2024 contradicts the Olympic Charter (Olympic Charter).

"We came to hold a peaceful demonstration asking the Ministry of Youth and Sports to emphasize the substance in the Permenpora because from the results of the examination, we found conflicting norms," he said.

Permenpora Number 14 of 2024 concerning the Management Standard of the Achievement Sports Scope Organization, was signed by Menpora Dito Ariotedjo on October 18, 2024 and will take effect from October 25, 2024.

On the way, this rule drew a lot of criticism from various parties. Apart from being against the Olympic Charter, this regulation also clashes with Law Number 11 of 2022 concerning Sport.

"This is a danger because it can have implications for sports freezes in Indonesia. The Permenpora is against the Olympic Charter which has been ratified into laws and regulations," said La Ode.

One of the problematic articles of Permenpora is the provision that the congress or deliberation of sports organizations can now only be held after obtaining ministerial recommendations, including changes to the articles of association and household budget (AD/ART).

In addition, this rule also states that the minister has the authority to provide recommendations to the relevant ministries to cancel management results if there is a dispute and can form a transition team if conflicts hinder athlete coaching.

Head of APO Legal Division, Rian Hidayat, highlighted the role of Deputy Minister of Youth and Sports Taufik Hidayat in supporting these problematic regulations. Therefore, he urged Taufik to resign as well.

"Yes, of course (he had to resign) because in our opinion he is a representative of the Menpora. We know he is a former athlete, but when he is in a strategic position he actually supports this regulation," he said.

The APO's insistence arose amid the vacancy of Menpora's position after Dito Ariotedjo was hit by a reshuffle in the Red and White Cabinet on Monday, September 8, 2025.

Although the Menpora seat is still empty, the APO action crowd asked Vice Minister Taufik Hidayat to take concrete steps by revoking Permenpora No.14/2024 or even giving up his position.

This pressure is because Permenpora is considered to have expanded the government's intervention space for the internal affairs of sports organizations. In fact, the Olympic Charter emphasized the importance of the autonomy of sports federations from state interference.

If this is allowed, Indonesia could be threatened with a reprimand to sanctions from the International Olympic Committee (IOC).

In addition, Permenpora 14/2024 is also considered to have created a dualism of authority between the Indonesian National Sports Committee (KONI), the Indonesian Olympic Committee (KOI/NOC Indonesia), and the Ministry of Youth and Sports.

It is feared that this condition will trigger internal conflicts and hinder the coaching of athletes. In addition, a number of articles in this regulation are considered multiple interpretations, causing legal uncertainty.
