The Friction Of Central Java-East Java Fishermen In South Kalimantan, Police Hold FGD To Prevent Conflict

The Directorate of Water and Air Police (Ditpolairud) of the South Kalimantan Regional Police (Polda Kalsel) provides a solution to prevent conflicts in fishing by local fishermen and fishermen who are looking for fish from the island of Java through Focus Group Discussion (FGD) synergy in handling destructive fishing.

"Through this FGD, we hope that there will be similarities in steps and agreements between fishermen so that in the future there will be no more friction when looking for fish in the waters," said South Kalimantan Police Chief Inspector General Pol. Rosyanto Yudha Hermawan when opening the FGD at the Bhara Daksa Auditorium of the South Kalimantan Police in Banjarbaru, Tuesday, was confiscated by Antara.

The Kapolda admitted that so far there was still friction when fishermen from Central Java and East Java were considered local fishermen in the southern waters of South Kalimantan which included the Kotabaru and Tanah Laut Regencies violating the rules by using cantrang fishing gear and Hella trawler nets.

Local fishermen are also restless and are a serious threat to the sustainability of the marine ecosystem due to the use of fishing gear that is not environmentally friendly.

"For us, law enforcement is the last resort, but still prioritizing a persuasive approach on how to find solutions to conflicts between fishermen is no longer happening," said the Kapolda.

Meanwhile, South Kalimantan Governor Muhidin appreciated the initiation of the South Kalimantan Police Ditpolairud which brought together local fishermen and the island of Java, including all relevant stakeholders, so that a mutual agreement was obtained.

"This is the right step as the South Kalimantan Police Chief to implement modern policing, where the police and the community jointly identify problems, find solutions to prevent criminal acts," he said.

The Head of Sub-Directorate for Gakkum Korpolairud, Kombes Pol Donny Carles, who was present as a resource person, said that the initiation of the Ditpolairud of the South Kalimantan Police held the FGD as a strategic step to find grassroots problems so that solutions could be found so that they did not wait until real security disturbances occurred.

"We hope that this strategic step by the South Kalimantan Police can be imitated by other regions that have similar problems," he said.

Director of Polairud Polda South Kalimantan Kombes Pol Andi Adnan Syafruddin in his presentation when he started the discussion saying that apart from the matter of fishing gear, the different understandings and attitudes of fishermen towards fishing areas were the root of the problem.

A number of steps have also been taken by Ditpolairud in an effort to prevent social conflict between fishermen to encourage more participatory solutions.

"One of them is that we have formed a communication forum for Javanese fishermen and fishermen on the north coast of Java along with local fishermen in South Kalimantan," he said.

Then in the period of the first quarter of 2025, the Ditpolairud Polda of South Kalimantan has carried out 6,117 persuasive activities starting from patrols, binmas, and network development to prevent social conflicts and destructive fishing.

Meanwhile, law enforcement, from 2024 to August 2025 has arrested 15 illegal fishing suspects with state losses of IDR 150 million.

It is known that during the discussion, he was present as a resource person for the Head of the Tarakan PSDKP Station, Yoki Jiliansyah, Head of the Patrol Sub-Directorate of the Ditpolairud Polda East Java AKBP Rochmad Slamet, Head of Maritime Affairs, Coastal and Supervision of the East Java Maritime Affairs and Fisheries Service Awalrush Anidra, Head of Sub-Directorate of Gakkum Ditpolairud Polda Central Java AKBP Daryanto and Head of the Central Java Maritime Affairs and Fisheries Service Endi Faiz Effendi.
