Noel Case Of Strong Warning For The Ministry Of Manpower, Observers Suggest Focus On Substances

Employment observer, Payaman Simanjuntak assesses that the stipulation of the Deputy Minister of Manpower (Wamenaker) Immanuel Ebenezer alias Noel as a corruption suspect by the Corruption Eradication Commission (KPK) is an irony as well as a warning to the ranks of the Ministry of Manpower (Kemenaker).

According to him, Noel did not understand the condition of the field and was not aware of the potential for carelessness in his subordinates. "Mr. Wamenaker, Immanuel Ebenezer, is a suspect for corruptors at the KPK, should be pitted. Do not understand the condition of the field, is not alert to the carelessness of staff at the Directorate General of Supervision, so they are also dragged into disgraceful acts," Payaman told VOI, Saturday, August 23.

In addition, Noel is said to be more highlighting sudden inspections (sidak) than working on the substance of the problem. "In fact, he is more interested in conducting inspections so that they can quickly be seen as Deputy Ministers who work," said Payaman.

Payaman revealed that since his initial inauguration, he and a number of academics had provided input so that Noel and the Minister of Manpower focused on three main things, namely resolving the issue of the Employment Law (UU) in accordance with the Constitutional Court Decision Number 168.

Overcoming unemployment with a target of reducing the unemployment rate to around 3'3.5 percent in 2'3 years, collaborating with the Ministry of Cooperatives and MSMEs.

Empowering labor officials in provinces and regencies/cities to solve employment issues, including the effectiveness of the labor market and the resolution of layoff disputes (PHK).

Payaman emphasized that this momentum should be a turning point for the Ministry of Manpower to focus on real work priorities and not just imaging. "My advice is that the Ministry of Manpower is now focusing on the three priorities above," he said.

He also highlighted the imbalance in law enforcement in corruption cases. "It's a pity, with the suspicion of receiving Rp. 3 billion, he had to wear an orange shirt. Meanwhile, members of the House of Representatives Commission XI, who are suspected of corruption in CSR BI funds, each Rp. 25 billion, are still happy," said Payaman.

Previously, the KPK carried out a hand arrest operation or OTT against Wamenaker Immanuel Ebenezer. He is suspected of being involved in extortion practices in managing work safety and health certification (K3).

After collecting evidence, the KPK named Immanuel Ebenezer along with 10 other people as suspects in the K3 case. The suspects were charged with Article 12 letter e and/or Article 12B of Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2001 jo. Article 55 paragraph (1) 1st of the Criminal Code.
