Sri Mulyani Is Being Questioned About The Use Of Budgets That Are Not Transparent To The Point Of Not Fulfilling Justice
JAKARTA - Deputy Chairman of Commission XI of the DPR from the PDI-P faction, Dolfie Onniel Frederic Palit, questioned the budget allocation of the State General Treasurer's Budget Section (BA BUN) which reached IDR 525 trillion in 2026, or an increase from IDR 258 trillion this year.
According to him, in the Draft Law on the State Revenue and Expenditure Budget (RAPBN), it is regulated that the BA BUN budget of IDR 525 trillion, the involvement of the DPR in observing the budget allocation is removed
"This Rp 525 trillion is used on its own, self-planned, self-used by the government. Without being discussed with the DPR. He said we want to be transparent, accountable, orderly. Now, in my opinion, this does not fulfill a sense of justice and propriety," said Dolfie during a working meeting with the government, Thursday, August 21.
Dolfie gave an example, usually the BA BUN budget, one of which is used for payment of electricity and fuel compensation, the budget is around Rp. 200 trillion. This means that if next year BA BUN is budgeted at Rp. 525 trillion, then there is a gap in the remaining budget of around Rp. 300 trillion which is not yet known for its designation.
He hopes that the use of the Rp 525 trillion budget in the future can be discussed further with the DPR, so that there are 'modes and thighs' as well as criteria for using the budget in accordance with the provisions.

On the same occasion, Finance Minister Sri Mulyani responded to the DPR RI's statement. He explained that the BA BUN budget was indeed related to the president's discretion.
As is known, the president's discretion is the authority of the president to make decisions or actions in certain situations, although it is not explicitly regulated in laws and regulations.
"So we understand and record Pak Dolfie's view, which of course we will try to operate in the form of what is already in the priority in the presidential program," said Sri Mulyani.
The Minister of Finance said that he fully understands the criteria and signs conveyed in the use of the BA BUN budget, especially regarding discretion of Rp. 300 trillion, he emphasized that the figure had been detailed in detail.
However, Sri Mulyani again emphasized that some of them are the president's discretion, especially in the Presidential Instruction (Inpres) regulations regarding road construction and regional infrastructure. In fact, according to him, regional waste affairs will also be taken over.
"So we take a lot over because we see that there is no progress, because the problem continues, the food appears in the Presidential Instruction. But I think we will pay attention to transparency," said Sri Mulyani.
