The Verdict Of The Former Ministry Of Health Official In The COVID-19 PPE Case Is Weighted By The Jakarta High Court
JAKARTA - The DKI Jakarta High Court has increased the sentence of the former Head of the Health Crisis Center as well as the Commitment Making Officer (PPK) of the Ministry of Health Budi Kalaya to 4 years in prison. He is a defendant in the alleged corruption in the procurement of COVID-19 personal protective equipment (PPE).
"The trial itself: sentenced the defendant to imprisonment for 4 (four) years," said the verdict, Monday, August 4.
Budi Badya was also sentenced to pay a fine of Rp. 200 million, subsidiary to 4 months in prison. Case number: 40/PID.SUS-TPK/2025/PT DKI was examined and tried by the chairman of the Tahsin appeals panel with member judges Margareta Yulie Bartin Setyaningsih and Agung Iswanto.
The trial for the pronouncement of the verdict was held on Thursday, July 31, 2025. "Determining the period of arrest and detention that the defendant has served is deducted entirely from the sentence imposed," said the judge.
"Determining the defendant remains in custody," he continued.
In their consideration, the decision of 3 years in prison has not fulfilled the sense of justice. In fact, the person concerned has been proven to be involved in a criminal act and his actions have been qualified as a person who participated in committing a criminal act (mede pleger).

This decision has increased the decision of the Corruption Court (Tipikor) at the Central Jakarta District Court (PN) Number 15/Pid.Sus-TPK/2025/PN.JKT.PST on June 5, 2025. In the first instance, he was sentenced to 3 years in prison and a fine of Rp. 100 million, subsidiary to 2 months in prison.
Budi Karya was found guilty of violating Article 3 in conjunction with Article 18 of the Corruption Eradication Law (UU Tipikor) in conjunction with Article 55 paragraph 1 of the Criminal Code.
