Commission II Of The DPR And The Government Agree That 10 Regencies/Cities Bills Are Ratified Into Laws

JAKARTA - Commission II of the DPR together with the government, in this case the Ministry of Home Affairs, the Ministry of National Development Planning/Bappenas, and the Ministry of Law approved 10 Bills on Regencies/Cities in a decision-making working meeting related to the discussion of the bill on Wednesday, July 23.

Furthermore, the approval of Commission III of the DPR and the government will be brought to a plenary meeting to be approved by the DPR RI and ratified into law. The plenary meeting is planned to be held tomorrow, Thursday, July 24.

"The 10 Regency/City Bills that we have discussed together and can be approved into the final draft of the Draft Law on the results of Level I Discussions in Commission II of the DPR RI which will then be processed at Level II Discussions to make decisions in the upcoming plenary meeting of the DPR RI. Do we agree?," said Chairman of Commission II of the DPR Rifqinizamy Karsayuda in a meeting at the Parliament Complex, Senayan, Jakarta, Wednesday, July 23.

On a separate occasion, Rifqinizamy explained that the changes in the Regency/City Law 10 adjusted the legal and constitutional basis. Because the ten bills still use the 1950 Temporary Basic Law and the 1949 RIS Law.

"Secondly, in the regency city, there has been dynamics in such a way as to properly increase the number of sub-districts, including the expansion of city districts in the regency city. On average, the regencies and cities that we are revising today are the main regencies and cities. For example, Bolaang Mongondo," explained Rifqi.

"The Mongondo loop has now become five regencies and cities. There is Bolaang Mongondo itself, Bolaang Mongondo Selatan, Bolaang Mongondo Utara, then Bolaang Mongondo Timur, and Mobagu city. So then we have to adjust these things," he continued.

Third, said Rifqi, in the existing law, Commission II of the DPR also discussed characteristics to try to deliver the uniqueness of the characteristics of each region, which later became the hallmark of each of these regions.

"It is important to later bestated in lower laws and regulations than laws," he said.

As for the regional boundary, Rifqi said, initially Commission II of the DPR wanted to promote it in the law. However, in the end, it was agreed only to the level of government regulations regarding the coordinates of each regional boundary.

"And the PP can only be approved, if there is an inter-regional agreement which then becomes the boundary of the region. So in this way we hope that we can minimize the dispute between regions that had occurred and argued in Indonesia and overcome it," said Rifqi.

The 10 draft laws regarding Regencies/Cities that were approved by Commission II of the DPR and the Government, namely:

6. Draft law on Muna Regency in Southeast Sulawesi Province

7. Draft law on Bolaang Mongondow Regency in North Sulawesi Province

8. Draft law on Sangihe Islands Regency in North Sulawesi Province

9. Draft law on Minahasa Regency in North Sulawesi Province

10. Draft Law on Manado City in North Sulawesi Province
