White House To Announce US AI Technology Export Plan Overseas And Restrict Local AI Rules
JAKARTA The White House plans to announce a new strategy on Wednesday, July 23 to encourage the export of US artificial intelligence (AI) technology abroad while limiting state laws that are considered too strict and hindering domestic AI developments.
Under the summary of the draft plan, the White House will ban federal funding for AI in states that have too strict AI regulations. In addition, the federal government will ask the Federal Communications Commission (FCC) to evaluate whether state-level AI rules are against central government policies.
The plan will also encourage the development of AIopen sourcedopen weights, as well as promote exports of US AI technology through full-stack deployment packages and data center initiatives led by the Commerce Department.
"The focus is empowering American workers through the creation of AI-based jobs and industrial breakthroughs," the document wrote.
This document shows that President Donald Trump is fully committed to removing barriers to the expansion of AI, in contrast to his predecessor, Joe Biden, who fears rival countries like China could use AI to strengthen its military and endanger US allies.
Biden, who left office in January 2025, previously imposed various restrictions on US AI chip exports to China and other countries that could potentially abuse them for national security reasons.

Last month, White House AI official David Sacks reduced the risk of smuggling US AI chips to dangerous parties. Instead, he is concerned that overly strict regulations could hinder the growth of the US AI industry and give China market excellence.
In Trump's plan, the White House will also encourage the use of AI at the Pentagon, launch a program to identify federal regulations that hinder AI development, and simplify the data center development licensing process.
