Pay More Water Due To The Increase In PAM Jaya Tariffs, Residents In The Apartment Threaten To Sue The Governor Of DKI To The Supreme Court
JAKARTA - A number of residents of flats and apartments held a demonstration in front of the DKI Jakarta City Hall. They protested the increase in PAM Jaya's water service rates which had been in effect since early 2025.
This action was driven by the Central Board of Management of the Association of Indonesian Flats Occupants (DPP P3RSI) and was attended by around 40 Associations of Owners and Occupants of the Flats Unit (PPPSRS).
They carried out the action by carrying banners and posters. For example, "Russian residents are treated unfairly, tariffs and groups are the same as commercial buildings" to "Mr. Governor of Jakarta should not make flats for victims of the wrong commercialization policy!".
In his oration, the General Chairperson of the P3RSI DPP, Adjit Lauhatta revealed that his party was against the Decree of the Governor of DKI Jakarta Number 730 of 2024 concerning the Drinking Water Tariff of PAM Jaya, which classifies apartments as commercial customers (K III Group) with luxury malls and apartments.
In the Governor's Decree signed by the former Acting Governor of DKI Heru Budi Hartono, apartment and condominium customers are pegged tariffs ranging from Rp. 12,550 to Rp. 21,500 per cubic meter, up to 71.3 percent from before.
"This Governor's Decree clearly has a very thick sense of injustice, because it forces residents of flats who are classified as apartments to be included in K III or specifically customers of commercial buildings) who have to pay for PAM Jaya's clean water tariffs more expensive compared to upper-middle households and luxury flats," said Adjit, Monday, July 21.

Adjit demanded that the Governor of DKI Jakarta, who is now Pramono Anung, revoke Kepgub 730/2024 and revise the increase in PAM Jaya rates. If Pramono does not respond, P3RSI will sue the governor's decree to the Supreme Court.
"Even with this action, the Governor does not want to meet his citizens, then P3RSI together with residents of flats throughout DKI Jakarta will sue by submitting a judicial review to the Supreme Court," he said.
Before taking further steps to the Supreme Court, P3RSI hopes that this action can open up space for dialogue and encourage policy revisions that are more in favor of residents of flats and apartments. This is because the DKI Provincial Government has not responded to their complaints so far.
"We don't understand why the Governor seems to have turned a blind eye to this, even though dozens of our members have complained about this. To the extent that we have made dozens of reports at City Hall and have written an audience request. But no one has responded," he said.
