SPHP Rice Distribution Tightened, Total Purchase Of 10 Kg And Prohibition Of Resales
JAKARTA - The National Food Agency (Bapanas) has tightened regulations for the distribution of the rice Supply and Food Price Stabilization Program (SPHP) by issuing the latest technical instructions (juknis).
In the technical guidelines confirming the prohibition of mixing SPHP rice with other types of rice, consumers may only buy as much as 2 packs or 10 kilograms (kg), and prohibit consumers from resale the SPHP rice purchased.
This technical rule is attached in an assignment letter to Perum Bulog which was appointed as the implementation of the distribution of rice SPHP at Number 173/TS.02.02/K/7/2025.
"In the implementation of this rice SPHP, of course we really need supervisory assistance from many parties. Starting from the National Police Food Task Force, local governments, and the entire community. We really hope that this SPHP rice will no longer have unnatural practices shortly after being distributed," said Head of Badanas, Arief Prasetyo Adi in a written statement, Thursday, July 10.
Then, still in the assignment letter there are additional points, namely the Red and White Village Cooperative to become the official partner of Bulog distributors to expand the reach and increase the effectiveness of distributing SPHP rice to the community.
For areas with geographical characteristics and special distributions such as Maluku, Papua, and 3TP areas (Disadvantaged, Frontier, Outermost, and Border), SPHP rice can be distributed in large 50 kg of packaging according to the decision in a coordination meeting.
Variative SPHP Prices In Various Regions
Then, the price for taking SPHP rice from Bulog's warehouse for channeling partners is set at Rp. 11,000/kg for Java, Lampung, South Sumatra, Bali, NTB, and Sulawesi; Rp. 11,300/kg for Sumatra (in addition to Lampung & South Sumatra), Kalimantan, and NTT; and Rp. 11,600/kg for Maluku and Papua.

Meanwhile, Arief continued, SPHP rice will be sold to the public at the Highest Retail Price (HET) of medium rice as stipulated in the Bapanas Regulation Number 5 of 2024.
If there is a violation or sale exceeding HET, the government will take firm action through the National Police Food Task Force. Arief explained that the re-launch of the SPHP was carried out in response to the trend of rising medium rice prices that has continued to occur in recent times.
Based on data from the Food Price Panel as of July 9, 2025, the price of medium rice was recorded to have exceeded the HET limit. The average price of medium rice Zone 1 is at IDR 13,728 per kg or 9.82 percent more than HET. Zone 2 is at IDR 14,388 per kg or 9.83 percent exceeding HET. Zone 3 is at IDR 16,052 per kg or 18.9 percent above HET.
