OIKN Asks For Additional Budget Of IDR 16.13 Trillion To Complete Toll Roads Of Up To 47 Residential Towers
JAKARTA - Head of the Capital Archipelago Authority (OIKN) Basuki Hadimuljono proposed an additional budget for 2026 of IDR 16.13 trillion. Meanwhile, the effective ceiling of the budget received by OIKN is IDR 5.05 trillion next year.
Basuki explained that the effective ceiling for the 2026 fiscal year was in accordance with the Joint Letter of the Minister of Finance and the Minister of National Development Planning/Head of Bappenas Number S-356/MK.02/2025 and B-383/D.9/PP.04.03/05/2025 dated May 15, 2025.
"The 2026 State Budget IKN plan is in accordance with the Joint Letter of the Minister of Finance and the Minister of National Development Planning/Head of Bappenas Number S-356/MK.02/2025 and B-383/D.9/PP.04.03/05/2025 dated 15 May 2025 concerning the Indicative Ceiling for Ministry/Institutional Expenditures and Special Allocation Funds, the OIKN indicative ceiling in 2026 is IDR 5.05 trillion," Basuki said at a Working Meeting with Commission II DPR RI at the Parliament Complex, Senayan, Jakarta, Tuesday, July 8.
He said the proposed additional budget would be used for personnel expenditures worth IDR 423 billion used, including paying salaries and attached allowances for the State Civil Apparatus (ASN) of OIKN, including salaries and allowances for 574 new CPNS.
"Now all of them are in IKN, so the total employees of the Authority are currently 1,170 people and the total is in IKN," he said.
In addition to personnel spending, said Basuki, the ceiling is also used for operational spending to support the duties and functions of organizational units worth IDR 158 billion and non-operational expenditures worth IDR 4.48 trillion.
"Most of the construction of further physical construction is carried out by the IKN Authority in 2025 and new activities have not been added in 2025 as well as asset management that has been received from the Ministry of Public Works and the Ministry of PKP," he said.

This year, he continued, physical work at IKN was carried out by three institutions. First, the Ministry of Public Works (PU) to complete work has not been completed and has been contracted as well as previous multi-year contract (MYC) projects, such as toll roads, state mosques, vice president's palaces and unfinished streets at KIPP.
Then, the Ministry of Housing and Settlement Areas (PKP) is tasked with completing 47 towers at IKN.
"Meanwhile, the IKN Authority carries out a really new one and starts with an auction. So, the auction has just been fully implemented by the IKN Authority and we have carried it out in the field in the form of roads at KIPP 1A, 1B and 1C," concluded Basuki.
