Entering The Red Category, KPK Reveals Procurement Of Goods And Services In North Sumatra Prone To Corruption

JAKARTA - The Corruption Eradication Commission (KPK) revealed that the procurement of goods and services in North Sumatra Province is prone to corrupt practices. This finding refers to the Monitoring Controlling Surveillance for Prevention (MCSP) data.

"The achievement of procurement of goods and services has only reached an average of 57 percent or is in the red category," said KPK spokesman Budi Prasetyo to reporters at the KPK's Merah Putih building, Kuningan Persada, South Jakarta, Monday, July 7.

Budi said North Sumatra had not yet fully committed to improving the procurement of goods and services sector. "This also confirms the findings in the arrest activities carried out by the KPK," he said.

In addition, the anti-corruption commission also revealed the North Sumatra Provincial Government's 2024 Integrity Assessment Survey (SPI) in the vulnerable category. The factors are due to the weak management of human resources (HR) in the process of lifting, transferring, dismissal of state civil servants (ASN) to the management of goods and services procurement whose scores are below 60.

"KPK is also looking at the results of the 2024 Integrity Assessment Survey (SPI) where the score for the average value of all regions in North Sumatra Province is 70.28. Meanwhile, specifically for the North Sumatra Provincial Government, the score is 58.55 or is categorized as vulnerable," explained Budi.

As previously reported, the KPK held a hand arrest operation (OTT) in the North Sumatra region on Thursday, June 26. It is suspected that money was given in the road construction project in the province.

From this activity, five people were finally named as suspects. They are the Head of the Public Works and Spatial Planning Service (PUPR) Topan Obaja Putra Ginting or Topan Ginting; Effendi Siregar Rasul as the Head of the UPTD Gunung Tua North Sumatra Province PUPR Service concurrently the Commitment Making Officer (PPK); Heliyanto as PPK PJN Satker Region I North Sumatra Province; M. Akhirun Efendi Siregar as the President Director of PT DNG; and M. Rayhan Dulasmi PIlang as the Director of PT RN.

The Typhoon was inaugurated as Head of PUPR on February 24 by the Governor of North Sumatra Bobby Nasution. He previously served as Head of the Public Works Service or the Department of Water Resources, Highways and Construction Development of Medan City and had sat as Acting (Plt) Medan City Secretary when the son-in-law of the 7th President of the Republic of Indonesia sat as Mayor of Medan.

Setelah ditetapkan jadi tersangka, Topan bersama empat orang lainnya akan ditahan di Rutan KPK. Upaya paksa ini dilaksanakan selama 20 hari pertama dan akan diperpanjang sesuai kebutuhan penyidik.
