Certipikat Tak Kunjung Terbit, BPN Jaktim Dituding Bekingi Mafia Tanah?
JAKARTA - A resident of Cakung, East Jakarta, Madrais (76) is still fighting for a certificate of land inherited from his parents covering an area of 5,000 m2 in Jatinegara, Cakung. Even though he has been taking care of it since 2018 with complete documents, the East Jakarta National Land Agency (BPN) has not yet issued its certificate.
Madrais' attorney, Edy Wilson Harahap, has accused the East Jakarta BPN of taking sides with Taruma Indah, who previously claimed part of the land.
Edy said that the Head of East Jakarta BPN, Rizal Rasyuddin, who used to be the Head of the Measurement Section, knew very well about this problem because he had summoned both parties, but was not followed up.
In fact, according to BPN Research Report No. 157/BA/SIP/JT/2018, the requested 5,000 m2 land is not included in the HGB Taruma Indah area and has not been certified.

Madrais had sued for ownership of 3,300 m2 which has now become HGB in the name of Taruma Indah, but lost to the PK level. However, for the remaining 5,000 m2 controlled by Madrais, there will be no more legal disputes.
The meeting of Madrais' attorneys with the special staff of the Ministry of ATR/BPN in April 2025 concluded that the application could be continued because physical and juridical data were appropriate. However, until now, the certificate has not been published.
Contacted separately, Head of the East Jakarta BPN Office Rizal Rasyuddin denied allegations of ranking the land mafia. He stated that the process when he was in office had not been completed due to a transfer of office.
"That's not true, we have no interest. When I was the Head of the Measurement Section, I called both parties. At that time, PT Taruma had not submitted (data), but not long after that I moved so I had not had time to finish it," he said when confirmed.
