Experts Say Regulations Regarding The Use Of AI Are Urgent
JAKARTA Digital communication expert at Airlangga University, Henri Subiakto assesses that the need for regulation (UU) that regulates the use of artificial intelligence (AI) in Indonesia is urgent.
However, regulations related to content produced using AI must uphold the philosophy of democracy and not curb freedom of expression among the public.
"We do need regulations for AI. At least to prevent misuse of AI-generated content," he said, Sunday, May 25, 2025.
Henri suggested that the DPR and the government use AI-related laws set up by the European Act as a reference.
This is because the European Act AI is a regulation that still prioritizes democratic principles.
"Europe is both dominated by artificial intelligence platforms from the US and China. European regulations are discussed to match 27 diverse countries," he added.
According to him, this regulation is urgent because the content generated by AI tends to vary, ranging from text, images, to videos.
Content is often difficult to identify the source and has the potential to contain fake news or hoaxes and copyright.
Therefore, the Law on AI is considered to be able to complete the ITE Law and the Personal Data Protection Law (PDP) to deal with the complexity that arises from the use of AI.
"For example, even though the PDP Law provides protection against personal data, there is no specific provision governing how the data can be used by the AI algorithm to produce content," said Henri.
He gave an example of the 'Take Down Act' imposed in the United States being one of the proactive steps by the US government to address illegal or harmful content generated by AI.
This concept allows authorities to quickly remove content deemed unlawful.
Previously, the use of AI began to take its toll. Recently, an ITB student was arrested by the police for uploading a engineered photo showing the 7th President of the Republic of Indonesia Joko Widodo (Jokowi) kissing President Prabowo Subianto.
Although it is intended as criticism of the 'intimacy' between Prabowo and Jokowi in the context of the existence of twin suns, the Police have other opinions.
The upload is considered to be charged with immorality and violates Article 45 paragraph (1) of the ITE Law.

In addition, content produced using AI has recently become increasingly popular in cyberspace.
On YouTube, for example, dozens of channels reap tens to hundreds of thousands of viewers through video products containing fictitious news made using AI.
This has led the Deputy Chairman of Commission III of the DPR RI, Ahmad Sahroni, to say that Indonesia needs regulations to eradicate the misuse of images and videos produced by AI.
