Online Transportation Arrangements Need Special Regulations

JAKARTA Researcher from the Population Research Center at the National Research and Innovation Agency (BRIN), Andy Ahmad Zaelany, assessed that arrangements for online transportation need to be regulated through a special regulation or law (UU).

The reason is, the prevailing partnership system between applicators and partners tends to be unfair to drivers and seems to only benefit the company.

"The relationship that has been running so far is not asymmetric. The indication is that the instruments to work are motorcycles and cars and gasoline and the maintenance is fully borne by partners," he said, Sunday, May 25, 2025.

According to him, partners do not sit on par with application management companies.

This can be seen at least from the communication pattern that tends to be one-way.

Driver partners can only accept the policies imposed by applicators, including the application of cuts up to around 20 percent or more.

Thus, the burden borne by driver-partners is getting heavier because they must have their own production tools and take care of them.

Meanwhile, the applicator does not replace service costs or help drivers rejuvenate their operational vehicles.

"This is what distinguishes it from non-online transportation," Andy added.

Therefore, to replace the partnership scheme, he suggested that the government implement an application rental system, where in this system, workers will rent applicator technology later.

"Here it takes the role of the government to mediate the rental system and especially its size with applicator entrepreneurs," he said.

Previously, in a wave of demonstrations, online motorcycle taxi and transportation drivers complained about the status of the partnership that was detrimental to drivers and pieces from application companies that were increasingly strangling.

After the action, as many as 66 associations of online motorcycle taxi drivers were invited by Commission V of the DPR and Chairman of Commission V of the DPR, Lasarus promised that his party would immediately discuss the draft law regarding online transportation.

"The important point they convey is asking for a maximum cut of 10 percent. The focus is there. Second, ask for regulations that regulate online transportation to be made immediately," said Lasarus.
