BPK Finds IDR 1.89 Billion Food Budget In 2 Unoperative Hospitals, This Is The Explanation Of The Deputy Governor Of Banten
SERANG - The Banten Provincial Government (Pemprov) has clarified the findings of the Supreme Audit Agency (BPK) regarding the procurement of food and drinks (mamin) for two hospitals that are not yet operating, namely Cilograng Hospital in Lebak Regency and Labuan Hospital in Pandeglang Regency.
Deputy Governor of Banten A Dimyati Natakusumah emphasized that all state losses due to the procurement had been resolved.
"Don't let it happen again, but it has been resolved. It has been resolved by the Banten Health Office and by the hospital itself. The state's financial losses have been resolved," Dimyati said as quoted by ANTARA, Monday, May 19.
Previously, BPK noted that the procurement of food and beverage for Cilograng Hospital and Labuan Hospital worth Rp1.89 billion was carried out when the hospital had not yet started operating. Expenditures are carried out by the Banten Health Office through two providers, namely CV DPS and CV PBS.
BPK found that the food ingredients purchased had a close expiration date, including UHT dairy products which will expire in June 2025.
"The procurement has been carried out, but it turns out that the hospital has not been operating because the schedule for the inauguration has been delayed. The goods have been purchased, and it remains the finding of the BPK because the losses are returned," said Dimyati explaining.
The BPK in its report also stated that the use of the budget did not match the designation because the food and beverage expenditure was included in the Expenditure Expenditure Post (BHP), even though the hospital had not yet started operating and no patients had been served.
BPK also found a price mark in the procurement of food and beverage. The price of goods in the contract is higher than the market price with a difference of Rp. 251.7 million.
"If there is a price mark, it means there is a loss. There is a loss that must be returned to BPK's findings," said Dimyati.
He emphasized that the findings occurred in the 2024 fiscal year and not during the 2025 budget period.
Responding to mistakes in the procurement process, Dimyati called it a "misadministration" which must be a lesson in the future. He also ensured that the Banten Provincial Government would strengthen the internal control system so that similar incidents would not be repeated.
"I have conveyed it in the DPRD plenary session, there should be no more notes. Budgeting that is of the nature of KKN should not happen again," he asserted.
He also said that he had instructed the daily executive of the Banten Provincial Secretary to create a system so that all activities in the OPD were known and approved by the Governor and Deputy Governor.
"There is no longer any separate way. If it has been approved by us, the responsibility is also with us," he said.

Regarding the attitude of the Banten Health Office which was considered unresponsive to this case, Dimyati stated that this was understandable, because they were in a position as the party being examined.
"Learning as a examinee, afraid of miscommunication. Just ask me, I am the leader," said Dimyati.
Dimyati closed her statement by emphasizing that there was no malicious intent in this case. He said the mistake occurred because the plan to inaugurate the hospital was delayed, while procurement had already been carried out.
"There is no malicious intent. It is planned to be inaugurated by the end of 2024 during the period of Mr. Al Muktabar (the previous Acting Governor of Banten), but it was delayed. So the goods have been bought, how about it? " he said.
