DKI Provincial Government Projects IDR 182.7 Billion To Free Land In 3 Kelurahan For Ciliwung Normalization
JAKARTA - The DKI Jakarta Provincial Government plans to carry out land acquisition in 3 urban villages for the continuation of the Ciliwung normalization project, namely Pengadegan Village, Clilitan Village, and Cawang Village.
In determining the regional revenue and expenditure budget (APBD) for the 2025 fiscal year, the DKI Jakarta Water Resources Service (SDA) received an allocation of IDR 98.75 billion for land acquisition.
The Natural Resources Office then again proposed an additional budget of IDR 83.95 billion in the 2025 APBD amendment plan to cover the need for land acquisition costs.
"So the determination budget is Rp. 98.75 billion for the Cawang, Pengadegan, and Cililitan segments. Then, the Natural Resources Service proposed an additional budget to Rp. 182.7 billion," said Head of the Land Procurement Unit of the Natural Resources Service, Roedito Setiawan in a short message, Monday, May 19.
However, Roedito has not been able to confirm whether this year's proposed additional budget of IDR 83.95 billion will be approved in the preparation of this year's APBD changes.
"Currently, it is still in the stage of submitting the budget to the Regional Government Budget Team," said Roedito.
Meanwhile, the Acting Head of the DKI Jakarta Water Resources (SDA) Office, Ika Agustin Ningrum, said that Pengadegan, Pancoran District, South Jakarta became the first area to determine the location of land acquisition this year.
"For the normalization of Ciliwung in the Pengadegan segment, the target land acquisition is completed this year. God willing, at the end of June we will start land acquisition," said Ika.
"There are 11 penlok. Of the 11 penlok total, 3. Now it is in the process of (accreting the penlok) again. My target is that by the end of this year all the droplets have come out. Next year we just have to pay, pay, pay," he added.

The land acquisition for the normalization of Ciliwung is the task of the DKI Provincial Government. Meanwhile, the central government through the Ministry of Public Works is working on the construction of river embankments that have been normalized or widened.
"The target scene is finished this year. Let one finish, then the clilitan will be finished. If the scene with the client is complete, the Ministry of Public Works will immediately enter this year's (construction work)," explained Ika.
For information, the government targets the normalization of Ciliwung to be carried out along 33.69 kilometers. As of April 2025, the embankment has been built along 17.17 kilometers. So that the remaining 16.52 kilometers of rivers with unsecured land and embankments are built.
The normalization of the Ciliwung River is part of the Main Plan for Flood Control in Jakarta which is carried out from downstream to upstream. The normalization of the river is an effort to restore the condition wide times to normal again, which is 40-50 meters.
