Thugs Under The Guise Of Debt Collectors, East Jakarta Police Promise Strict Action Without Indiscriminate
Have you or relatives ever felt terrorized on the street by an unknown person who suddenly claimed to be a debt collector? In East Jakarta, this kind of incident is not new. The perpetrators often disguise themselves as debt collectors, when in fact they are just street thugs who target residents' vehicles.
East Jakarta Metro Police Chief, Kombes Pol Nicolas Ary Lilipaly, confirmed that his party would not remain silent in facing the practice of thuggery that is troubling these residents.
"If there is an activity that smells of thuggery, then what can we do, we will take firm action. Moreover, those who act like debt collectors, but they are not official institutions," said Nicolas, ANTARA, Thursday (15/5).
In East Jakarta, these perpetrators are better known as eagle or matel eyes. They move on the streets, target residents randomly, then pretend to collect vehicle installments. The mode is similar to a chase drama in an action film: the victim was followed, stuck in a quiet place, then intimidated to hand over the vehicle.

"People who are followed are usually afraid, let alone threatened. Finally just hand over their motorbikes. Even though it's not billing, it's a confiscation, it's a crime," said Nicolas.
However, the public needs to know: not all debt collectors are illegal. In the legal context, debt collectors are officially regulated in the Fidusian Law. They must have professional certificates, assignment letters, and other legal documents. Collection must also be done peacefully, without pressure let alone violence.
"The official debt collector cannot play at hours, he cannot use threats. If there is a rude action, we consider it not billing, it is thuggery," added Nicolas.
The East Jakarta Metro Police are now taking a firm stance. Every street action that threatens the comfort of residents will be dealt with. It doesn't matter who the perpetrators are, if they use violence or intimidation, they will be immediately arrested.
"We want residents to feel safe in their own area. If there is an incident like this, report it immediately. We are ready to attend," he concluded.
