The Minister Of Home Affairs Concerning The Thugs Task Force: Criminal Acts Are Acted By The Police, Administrative Affairs Are Handled By The Ministry
JAKARTA - Minister of Home Affairs (Mendagri) Tito Karnavian revealed the main tasks and functions of the Integrated Task Force for the Handling of Thugs and Community Organizations (Ormas).
Tito said this task force was under the coordination of the Coordinating Ministry for Political and Security Affairs (Kemenko Polkam), with various ministries and institutions as members, including the Ministry of Home Affairs.
"The thuggery task force is the Coordinating Ministry for Political, Legal and Security Affairs. The Ministry of Home Affairs is only one part of it," Tito said as quoted by ANTARA, Thursday, May 9.
This task force, continued Tito, has the main task of enforcing existing regulations related to the existence and activities of mass organizations in Indonesia.
Tito detailed that mass organizations are divided into two categories, namely legal organizations and mass organizations that are not legal entities but registered with government data centers.
"If a mass organization is a legal entity, then the Ministry of Law and Human Rights will take action against violations, because they issued the permit," said Tito.
Meanwhile, for mass organizations that are not legal entities but registered with the Ministry of Home Affairs, administrative sanctions are the authority of his party.
Tito emphasized that if the violations committed by mass organizations enter the criminal realm, then the prosecution is in the hands of law enforcement officers, especially the police.
"So who does what is clear. If the crime is carried out by the police, if it is administrative by the relevant ministries, it is in accordance with the status of the mass organizations," he said.

Tito explained that one of the administrative sanctions that the Ministry of Home Affairs can give to registered organizations is the revocation of its registered status. As a result, the mass organization will lose the right to receive facilities or grant funds from the government.
When asked about the duration of the task force's tenure, Tito suggested that the question be directed to the Coordinating Ministry for Political, Legal and Security Affairs as the main coordinator of the Task Force.
The government formed an Integrated Task Force for the Handling of Thugs and Community Organizations (Ormas) to Disturb Tuesday (6/5), to deal with various activities that disrupt public order and hinder the investment climate.
Coordinating Minister for Political, Legal and Security Affairs Budi Gunawan stated that this task force is tasked with taking action against groups that commit thuggery, including mass organizations that are troubling and practice bullying business actors.
