See TPST Bantargebang, Zulhas, Pratikno, And Pramono Discuss Changes In Waste Tipping Fees

BEKASI - Coordinating Minister for Food Zulkifli Hasan, Coordinating Minister for Human Development and Culture Pratikno, Minister of Environment (MenLH) Hanif Faisol Nurofiq, Governor of DKI Jakarta Pramono Anung and a number of other officials inspected the Bantargebang Integrated Waste Management Site (TPST), Bekasi, West Java.
They also reviewed the operation of waste processing facilities into alternative fuel owned by the DKI Provincial Government, namely the Refuss Dried Fuel (RDF) Plant Bantargebang.
During the review, Zulkifli Hasan (Zulhas) said that the government was discussing changes to the tipping fee scheme in the operation of waste processing facilities. Tipping fees are the costs that must be paid by the government to investors as the waste management, the amount of which is calculated based on the tonnage of processed waste.
"Indeed, to resolve (the waste problem) there was a statement about the rules that we had to perfect, there were no more tipping fees and others," said Zulhas in Bekasi, West Java, Wednesday, March 19.
Zulhas said President Prabowo Subianto is currently merging three presidential regulations related to waste management to simplify the mechanism for licensing waste management to the resulting energy sales.
This is expected to make investors more interested in building incinerators or waste processing facilities into electrical energy with combustion technology.
"Again in the process of becoming one Presidential Decree. Later there will be sufficient permission from the (Ministry) of Energy and Mineral Resources which is simplified directly to entrepreneurs. Entrepreneurs do not need to deal with local governments anymore, with DPRD and so on, there is no need to deal with the Minister of Finance. Just permission from ESDM, direct contract with PLN," explained Zulhas.

Continuing, Pramono Anung hopes that the Perpres that regulates tipping fees and incinerators will be issued soon. Because, so far, many investors have not dared to build incinerators in Indonesia.
"If later there is a price adjustment that is regulated jointly between the central and regional governments, I believe this can be a very good solution for waste problems, not only in Jakarta, but also throughout Indonesia," said Pramono.
The DKI Provincial Government, continued Pramono, has now operated the RDF Plant in Bantargebang and will increase in Rorotan, North Jakarta to reduce the volume of waste from Jakarta. However, Pramono admitted that he needed additional waste processing facilities
"Currently, the average amount of waste in Jakarta is around 8,000 tons per day. With existing processes, such as RDF in Bantargebang and Rorotan, hopefully it can drop to 5,000 or 6,000 tons. But this is not enough," he said.
