Central Jakarta Prosecutor's Office Searches Several Places Related To Alleged Corruption In Komdigi

The Central Jakarta District Attorney (Kejari Jakpus) conducted a search related to allegations of corruption in the procurement of goods and services for the management of the Temporary National Data Center (PDNS) at the Ministry of Communication and Digital Affairs (Komdigi), 2020 to 2024 on Thursday night, March 13.

The search was carried out in several places in the areas of Central Jakarta, South Jakarta, Bogor, and South Tangerang. Based on the search, the investigating prosecutor found and confiscated several pieces of evidence such as documents, money, cars, land and buildings as well as electronic evidence, and others suspected of being related to corruption a quo.

"For the alleged corruption, the Head of the Central Jakarta District Attorney's Office, Safrianto Zuriat Putra, issued an Investigation Order Number: Print-488/M.1.10/Fd.1/03/2025 dated March 13, 2025 and ordered a number of Investigating Prosecutors to investigate the case. On the same day, a search and confiscation warrant was also issued and an Investigating Prosecutor," said Head of the Intelligence Section of the Central Jakarta District Attorney, Bani Immanuel Ginting when confirmed by VOI, Friday, March 14.

For the alleged corruption, it is estimated that it will cause state financial losses in the hundreds of billions.

It is known that the case began in 2020. At that time, Kominfo, which has now changed its name to the Ministry of Communication and Digital Affairs (Condition), procured PDNS goods and services worth IDR 958 billion.

In its implementation, it is suspected that there was a conditioning for the winning of the PDNS contract between Kominfo officials and the private sector, in this case PT. AL.

Ironically, the conditioning ran for up to five years.

"In 2020 there were officials from Kominfo together with private companies to condition to win PT. AL with a contract value of Rp. 60,378,450,000. Then in 2021 the same private company won the tender again with a contract value of Rp. 102,671,346,360," said Bani.

Furthermore, in 2022, there are allegations of conditioning again between officials at Kominfo and the private company to win the same company by eliminating certain requirements so that the company can be elected as the executor of the activity with a contract value of Rp. 188,900,000,000.

"In 2023 and 2024, the same company won cloud computing work with a contract value in 2023 of IDR 350,959,942,158 and in 2024 it was valued at IDR 256,575,442,952, where the company partnered with parties who were unable to meet the requirements for ISO 22301 compliance recognition," he said.

As a result of the absence of feasibility considerations from the National Cyber and Crypto Agency (BSSN) as a condition of the offer, so that in June 2024 there was a ransomware attack which resulted in several services being unfit to use and exposed to the personal data of the Indonesian population, even though the budget for the implementation of the PDSN had spent a total of more than Rp. 959,485,181,470.

"The implementation of these activities is not in accordance with Presidential Decree No. 95 of 2018 concerning Electronic-Based Government Systems which only require the government to build a National Data Center (PDN) and not a PDNS and not to protect all data in accordance with BSSN," he said.
