Minister Of Home Affairs Tito Calls The Mechanism For Appointing The Location Of Regional Head Retrets In Magelang In Accordance With Provisions

JAKARTA - Minister of Home Affairs (Mendagri) Tito Karnavian explained that the mechanism for appointing locations and service managers elected at the regional head registration 21-28 February 2025 in Magelang, Central Java, was in accordance with applicable regulations.

The legal basis used is Presidential Regulation (Perpres) 12 of 2021 concerning Amendments to Presidential Regulation Number 16 of 2018 concerning Government Procurement of Goods/Services.

"If we read article 83 of Presidential Decree 16 of 2018, which was amended by Presidential Decree 12 of 2021, a direct appointment mechanism can be carried out, in for example only business actors who are able to do this goods or services," Tito said at the Presidential Palace complex. Jakarta, Antara, Friday, March 7.

In terms of the retret of regional heads, Tito said the selected location was considered capable of accommodating a very large number of people and it had been tested during the Red and White Cabinet (KMP) retreat last year.

In addition, this location also makes it easier for retret participants to the Head of State to carry out mobilization and can be well maintained because it has an optimal level of security so that according to Tito such locations are rarely encountered.

"The article explains choosing the place because to ensure the security of the President and Vice President, direct appointments are allowed. I have coordinated with LKPP (Government Goods/Services Procurement Policy Institute)," he said.

The same thing was also done in the appointment of vendors managing retret needs, namely PT Lembah Tidar.

Tito said that at that time the organizers who were willing to fulfill the government's request were only related vendors.

According to him, there is no problem if the appointed organizer is able to complete his responsibilities and according to him it is also for the public interest.

"We don't care who the back is. Just like we want to make an event, in the Tribrata building it happens to be empty and good, it doesn't mean that it belongs to the police or Balai Sudirman who have certain institutions, right? This is not because it is in the public interest," said Tito.

Although the direct appointment was made, Tito said that his party examined in detail through the Inspectorate General of every matter related to this mechanism so that it could be right.

The Ministry of Home Affairs also invites other parties to be involved such as the BPKP (Financial and Development Supervisory Agency) to review the use of the budget in direct appointment for regional head recruitment.

"The Inspector General is right that all the details of the use of all bills must be reasonable. Direct appointments are permissible but it must be used naturally. We will check the details of this," said Tito.

All of these explanations were discussed by Tito to respond to his reporting to the Corruption Eradication Commission (KPK) by non-governmental organizations.

He appreciated this, and called it part of public scrutiny.

Furthermore, he considered that it was important to carry out a retret of regional heads to equip the 503 public officials in leading each region for the next 5 years.
