Build Regional And Central Synergy, Experts Say Regional Heads Should Take Part In The Retret
JAKARTA A constitutional law expert, Fahri Bachmid, said that the retret activities of regional heads at the Military Academy (Akmil) of Magelang, Central Java, have a strong basis for aligning the interests of the central and regional governments.
"I see that retreat activities have a solid basis. Therefore, all regional heads should be present and take part in the event," he said in a written statement, Sunday, February 23, 2025.
According to him, technically the government, the retreat refers to orientation, debriefing, and training activities given to elected officials, such as regional heads and ministers, after they were officially sworn in.
Meanwhile, in terms of terminology, the retreat aims to equip leaders with an in-depth understanding of their duties and responsibilities, as well as build synergies in running the wheels of government within the framework of the Republic of Indonesia.

Fahri explained, based on the spirit contained in Article 376 paragraph (3) of Law Number 23/2014 concerning Regional Government, regional heads/deputies of regional heads can be equipped with an understanding that includes aspects of government theories and regional autonomy concepts, the formation of attitudes, mental, and discipline as state servants. "So, in essence this is an important and strategic government program," he added.
This UMI Makassar lecturer is of the opinion that this retreat will confirm the regional head as a state organizer for deep insight related to the duties and responsibilities of the regional head as the top executive.
In addition, the president's doctrineally as the holder of state government through related ministries in principle carries out guidance and supervision so that the administration of regional governments runs in accordance with the provisions of the legislation.
"Thus, in order to create a synergy between the central and regional governments. As a consequence of this principle, the formulation of the norm provisions of Article 373 paragraph (1) paragraph (2) and paragraph (3) of Law Number 23/2014 concerning Regional Governments regulates the existence of a Governance and Supervision of the Implementation of Regional Governments," concluded Fahri.
