Minister Of Home Affairs Issues Circular Asking Local Government To Prepare Lebaran 2025 Homecoming Surge

JAKARTA - Minister of Home Affairs (Mendagri) Muhammad Tito Karnavian appealed to local governments (Pemda) to prepare anticipatory steps to deal with the surge in homecoming flow ahead of Lebaran 2025.

The reason is, each region has its own challenges related to the mobility of homecoming.

"Because every challenge in mobility, whether land, sea, air, varies from one to another," Tito said in his statement in Jakarta, Monday, February 17, quoted by Antara.

He explained the challenges of each region in dealing with the mobility of homecoming. For example, the areas of Java, Sumatra, Bali, and Sulawesi that need to focus on dealing with homecoming flow on land routes.

The same thing needs to be done in other areas that rely on sea and air transportation. The local government needs to ensure that the route is in good condition and can be passed by travelers, including encouraging the price of transportation tickets such as aircraft to not increase too high and have an impact on inflation.

In order to support the smooth flow of homecoming, the Minister of Home Affairs added that he had issued Circular Letter (SE) Number 400.6.1/749/SJ concerning Regional Government Preparedness in Supporting the 2025 Eid Homecoming Flow. The letter addressed to all regional heads was signed by the Minister of Home Affairs on February 17, 2025.

Tito explained that this SE is to ensure security, safety, order, and smooth transportation of the Eid homecoming flow. In addition, it also increases integrated coordination between stakeholders at the regional level.

Through the SE, he directed regional heads to take steps related to the readiness of transportation systems, supporting infrastructure, peace, and public order. This includes mitigating disaster risk, as well as providing other supporting services.

"All regions, we ask to support the steps taken by the central government's policy, especially from the Minister of Transportation. And later this Circular Letter will also be followed up," he added.

On the other hand, he also asked the local government to check the condition of all transportation infrastructure, both on land, sea and air. Local governments also need to act when they find infrastructure that requires improvement. This is mainly the infrastructure that is the responsibility of the local government.

"Roads that can hamper traffic or traffic are hampered, this needs to be repaired," said Tito.

Not only that, but local governments also need to ensure that transportation managers can pay attention to security. This is for example the availability of buoys on sea, river, and lake transportation.

"If there is no expensive buoy, please make life jacket innovations that use styrofoam, it's okay to make houses," he said.

In addition, Tito also appealed to areas that have pioneer airports to check their readiness. According to him, currently many areas provide flight subsidies, so as to ease the burden on the community.

"I remember that in Toraja, for example, Toraja uses subsidies so that if it is not full, [the plane] will still be subsidized by the local government," he concluded.

As additional information, this meeting was attended directly by the Minister of Transportation Dudy Purwagandhi, Deputy Minister of Home Affairs (Wamendagri) Ribka Haluk, Deputy Minister of Home Affairs Bima Arya Sugiarto, and other relevant officials. This meeting was also attended virtually by local government officials including the Regional Leadership Coordination Forum (Forkopimda).
