It is known that the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid, acknowledged the issuance of Building Use Rights (HGB) and SHM in the sea fence area. According to Nusron, there are 263 fields. "Even in the sea and land, I don't have, let alone that in the sea. That's the sea, the sea is the sea of the country. Haerudin added that in the process of issuing the SHM, residents were never invited to deliberate or given prior information. "We were not invited to compromise or deliberation at all. They just acted without the consent of the community," he stressed. He also complained about the existence of land measurements by related parties, which were said to be for the widening of the riverbanks, but in fact it was actually brought down by the developer. "From the riverbank, they took ten left-right meters, he said for the widening of the river. But now it has been dredged up by the developer, we have narrowed it," explained Haerudin. Haerudin suspected that this project involved a major developer, namely the Agung Sedayu Group, but used another company as a third party to smooth the process. "The name of Agung Sedayu was used as an intimidation of the residents. They used the company under him to run this project, so we felt there was no power to fight," he said. Furthermore, Haerudin suspects the involvement of the village head of Kohod, Arsin, in the issuance of the SHM. The reason is that, at the time of the incident, several village staff and village heads were seen to directly monitor the measurement process. "The individual village head must be thoroughly investigated. Don't just cancel the certificate, but there must also be legal action against the alleged corruption that occurred," he said.
