The Name Of The HP Excluding The Corruption Trial Of The Bukit Asam PLTU

JAKARTA - The follow-up trial of the alleged corruption case of the Soutblowing System Retrofit or replacement of the Bukit Asam PLTU spare parts at PT PLN (Persero) The Southern Sumatra Generation Main Unit was held at the Palembang District Court (PN) on Wednesday, January 15, 2025.

During the trial, the witness revealed that there was no intervention from the defendants.

The three defendants who underwent trial were (BA) Bambang Anggono (Former General Manager of PT PLN (Persero) Southern Sumatra Generation Main Unit), (BWA) Budi Widi Asmoro (Former Senior Manager for Engineering PT. PLN (Persero) Southern Sumatra Generation Main Unit) and (NI)dia Indrajaya (Director of PT Truba Engineering Indonesia).

The 5 witnesses were presented by the Public Prosecutor (JPU), namely Handono (Former Executing Officer for Procurement of PLN UIK SBS), Nurhapi Zamiri (Former Analyst for Procurement of PLN UIK SBS), Riswanto (Former Executing Analyst for Procurement of PLN UIK SBS), Dinda Alamsyah (Former Manager of UPK Bukit Asam) and Edward Batubara (Former Manager for Engineering UIK SBS).

From the testimony of witnesses that the basis used to carry out the auction of the Soutblowing System Retrofit work started from the issuance of SKAI in 2018 Revision 4, No. 4407 / KEU.01.01 / DIR / 2018 dated November 7, 2018, amounting to Rp75 billion. The proposed RAB for the Engineering Sector of PLN UIK SBS to the Procurement Planning Official, (HPE) The Estimated Engineering Price of Procurement Plans and (HPS) The Self Estimated Price of Procurement Implementation is Rp75 billion.

According to witnesses Handono, Riswanto and Nurhapy Zamiri, there was no price mark-up in the procurement of this Sootblowing System Retrofit work because since the beginning of the procurement process which began with the issuance of SKAI, RAB, HPE and HPS with a value of Rp75 billion and no change in value.

The term mark-up price for the work of Retrofit System Sootblowing they only found out during the examination as witnesses by KPK investigators.

In the auction process for the procurement of the Sootblowing System Retrofit work, it also refers to the Circular of the Directors of PT PLN (Persero) No. 0010.E/DIR/2016 concerning Technical Guidelines for the Procurement of Goods and Services of PT PLN (Persero) and no intervention whatsoever was made to them from the defendants.

The form of the results of the Sootblowing System Retrofit work at the Bukit Asam PLTU has been installed in full, in accordance with the specifications in the contract and all equipment is functioning properly.

This has also been conveyed by witness (DA) Dinda Alamsyah that the results of the Soutblowing System Retrofit work have increased reliability and had a positive impact on the Bukit Asam PLTU unit, where the Bukit Asam PLTU is one of the supporting units for the Sumatran electricity system.

Handono in his testimony at the trial and in accordance with the Investigation Report (BAP) said that in carrying out a job within PLN UIK SBS (HP) Hengky Pribadi/(NI)men Indrajaya used several companies (PT Haga Jaya Mandiri, PT Truba Engineering Indonesia, PT Lautan Luas Indonesia).

Meanwhile, Riswanto and Nurhapy Zamiri conveyed the same thing, that PT Truba Engineering Indonesia and PT Haga Jaya Mandiri Indonesia have a family relationship (the same family company, namely Hengky Pribadi (HP) has the wife of Alfony Indrajaya (AI) who has the younger brother ofatur Indrajaya (NI) as Director of PT Truba Engineering Indonesia.

Hengky Pribadi is an old partner and has worked quite a lot on projects within PLN UIK SBS with a fairly large value per job.

The same thing was said by witness Edward Batubara.

He knows my son Indrajaya as Director of PT Truba Engineering Indonesia and as a partner of PLN UIK SBS.

"I know that the person concerned is Ipar Hengky Pribadi as a private party who mostly does/receipts on work within PT PLN South Sumatra," he said.

In the administration of the auction process for the Sootblowing System Retrofit work at the PLN UIK SBS office, based on the testimony of witnesses Handono, Riswanto and Nurhapy Zamiri, PT Truba Engineering Indonesia was represented by a person named Achmad Affandi (AA) and PT Haga Jaya Mandiri represented by Nurhadi (N), the two people were employees of PT Haga Jaya Mandiri.

Meanwhile, the defendants! Indrajaya conveyed his response to the testimony of the witnesses, that Achmad Affandi and Nurhadi were indeed employees of PT Harga Jaya Mandiri.

"Achmad Affandi and Nurhadi, who are often called Upin and Ipin, are employees of PT Haga Jaya Mandiri and I was also involved in Indrajaya at that time as a worker at PT Haga Jaya Mandiri," he said at the trial.
