Here's The Reason Behind Tukin, The 2025 ASN Lecturer Is Not Liquid
YOGYAKARTA - Sad news for thousands of lecturers throughout Indonesia who this year will not receive tukin or performance allowances.
Even though tukin is an allowance that should have been given to lecturers with Civil Servant Status (PNS).
The rules regarding the Tukin PNS itself are contained in Article 80 of Law 5/2014, it is explained that apart from salary, civil servants receive allowances and facilities. The allowance consists of performance allowances and expensive allowances.
Then the performance allowance given to civil servants is in the form of allowances paid in accordance with performance achievements.
Furthermore, the rules related to performance allowances are in Article 81 which explains that further rules regarding salary, performance allowances, expensive allowances, and various other facilities will be regulated in Government Regulations.
Reporting from Antaranews, the Ministry of Higher Education, Science and Technology (Kemdiktisaintek) has stated that there is no allowance budget, both for tukin and professional allowances for lecturers for 2025.
Please note, tukin is an allowance given to civil servants with the amount calculated based on the evaluation of positions and achievement of work achievements.
The rules regarding Tukin itself are in the Regulation of the Head of the State Civil Service Agency Number 20 of 2011, which regulates Guidelines for Calculation of Performance Allowances for Civil Servants.

The absence of Tukin for lecturers as stated by the Acting Secretary General of the Ministry of Education and Technology Togar M. Simatupang. The reason for the cancellation of the allowance is related to the budget.
According to Togar, the absence of Tukin, a lecturer in 2025, was partly due to changes in the nomenclature. Even though the rules related to the lecturer's tukin already exist, technical problems related to various nomenclature changes from the Ministry of Education and Technology, Dikbud, Dikbudristek, which have changed to Diktisaintek are the causes.
"It needs to be conveyed that the tukin (in the regulation) has no written words from the lecturer, only written by employees," explained Togar.
Fresh air, for lecturers who did not get tukin this year because the Ministry of Education and Technology itself has tried to apply for tukin to the Budget Agency (Banggar) of the DPR and the Ministry of Finance (Kemenkeu).
As for the lecturers, they have a fantastic nominal of IDR 2.8 trillion. Based on the procedure, if the Tukin is approved by the Banggar DPR and the Ministry of Finance, then a Presidential Regulation (Perpres) must be issued to realize allowances for lecturers.
Thus, the application for a lecturer tukin is not easy and requires a process. Togar Simatupang invites lecturers to follow the various procedures that have been pursued by the ministry.
In calculating the foreign servant tukin, it can be done with a position value (NJ) multiplied by an index of rupiah (lDrp).
Meanwhile, specifically the regulations regarding ASN lecturers are contained in the Ministerial Decree (Kepmen) Number 447/P/2024 concerning Position Names, Position Classes, and Provision of Performance Allowances for Lecturer Functional Positions.
