Minister Of Industry Agus Alludes To Apple Investment Of IDR 16 Trillion: It's For An Accessories Factory, Not A Phone Component

Minister of Industry (Menperin) Agus Gumiwang Kartasasmita emphasized that Apple's investment value received by the Minister of Investment and Downstreaming / Head of the Investment Coordinating Board (BKPM) Rosan Roeslani was only to build an iPhone accessories factory, namely AirTag.

Agus ensured that the commitment to build an AirTag factory was not directly related to the provisions of the Minister of Industry Regulation (Permenperin) Number 29 of 2017 concerning the provisions and procedures for calculating the value of the Domestic Component Level (TKDN) for mobile phones, handheld computers and tablets (HKT).

"AirTag yang akan diproduksi seperti mitra dari Apple, yakni Luxshare-ICT, bukan merupakan komponen, bukan merupakan part, bukan merupakan bagian dari HKT, dalam hal ini mobile (iPhone)," kata Agus dalam konferensi pers di kantornya, Rabu, 8 Januari.

According to Agus, Permenperin Number 29 of 2017 explicitly contains a distribution permit for HKT based on the provisions of the TKDN content in the product.

Therefore, he admitted that he did not yet have a solid basis for granting an iPhone 16 sales permit in Indonesia.

"In the Permenperin, it is clear that the calculation of the TKDN value can only be done for components or direct parts of HKT (mobile phones, handheld computers and tablets)," he said.

"It seems that negotiations with us still have to be carried out by Apple using a scheme of three so that we can issue a TKDN (so) Apple can sell it immediately in Indonesia, especially the iPhone 16. So whether you like it or not, like it or not, Apple must follow two lines. call it simultaneously," he continued.

For example, Agus said, a gadget company built a production factory to issue a product in the form of mobile phones related to HKT. This is contained in the provisions of Permenperin Number 29 of 2017.

"So yesterday we submitted counters to Apple and of course it is only natural that Apple has not been able to provide an answer to us regarding the counters we have submitted to them," he concluded.

Previously, Apple's Vice President of Global Policy Nick Amman conveyed his investment commitment of US$1 billion or around Rp16 trillion.

In addition, Apple is also committed to building a factory in Batam for the first phase of the AirTag vendor.

This was revealed after Nick met the Minister of Investment and Downstreaming/Investment Coordinating Agency (BKPM) Rosan Roeslani at his office, Jakarta, Tuesday night, January 7, 2025.

"Essentially they speak and are fully committed to the construction of the first phase of the US$1 billion AirTag vendor," he said.
