Discourse On Regional Head Regulations Chosen By DPRD, Pros And Cons From KPU, Political Parties To Menkum
The discourse regarding regional head elections carried out by the DPRD is immediately rolling and reaping the pros and cons. A number of parties ranging from the KPU, Political Parties, and others also raised their voices about the rules for regional heads to be elected by the DPRD.
Previously, the discourse was made by President Prabowo Subianto. The 8th President of the Republic of Indonesia discussed the improvement of the Pilkada system by exemplifying the Malaysian to Indian countries. As is known, these countries carry out governor elections through the DPRD.
"I am very interested in the idea of the chairman of Golkar, in my opinion today the most important thing, which was conveyed by the Golkar Party earlier, is that we all feel that there is a democracy that we are running, there are several things that we must fix together," said President Prabowo.
Prabowo assessed that the Pilkada system in Indonesia currently costs too much. Prabowo invited political actors to think about the amount of the budget spent on the implementation of the Pilkada. Minister of Law Supratman Andi Agtas suggested that the election option for governor by the DPRD be one of the considerations in the discourse on improving the Pilkada system. According to him, this step is related to budget efficiency efforts.
"I think it's a good discourse that we need to consider. First, regional head elections in the Basic Law and in the Election Law, the diction is democratically elected. Democratically elected does not mean that all regional elections must be direct," said Supratman Andi Agtas to the media crew at the Presidential Palace Complex, Jakarta on Friday (13/12).
"The second is also related to efficiency in the implementation of regional elections. Not to mention the social aspect, then vulnerability. And I think this is a discourse that should be considered," continued Supratman.
Chairman of Commission II of the DPR RI, Rifqinizamy Karsayuda, respects Prabowo's proposal. He stated that the idea of selecting a governor by the DPRD could be taken into consideration in the preparation of a package of election laws or omnibus law in the political field.
"We appreciate Mr. President Prabowo Subianto's statement that there should be a revision to the national political system, one of which is the election of regional heads through the DPRD. For Commission II of the DPR RI today, it is important as one of the ingredients for us to revise the omnibus law politics," Rifqinizamy told reporters on Friday (13/12).
The General Election Commission (KPU) of the Republic of Indonesia considers the discourse as part of a discussion to evaluate the implementation of the simultaneous regional elections. Mochammad Afifuddin considered this discourse as a natural thing and stated that the KPU would follow up on every evaluation results decided by the Government and the DPR.
"Discussions or discursions regarding the ideality of the Pilkada, proposals in (selected) DPRD and so on as well as discurus around reflections on participation that have indeed decreased, although it is still within 70 percent. This is the dynamics after the Pilkada," said the chairman of the KPU RI at a press conference at the KPU office on Friday (13/12).
The Secretary General (Sekjen) of the DPP Democratic Party, Teuku Riefky Harsya, revealed that the general chairmen of political parties will further discuss proposals related to regional head elections by the DPRD. He added that the Democrats will also discuss this matter to determine the best Pilkada format.
Meanwhile, the chairman of the Democratic Party's DPP, Herman Khaeron, stated that his party would examine the proposal in-depth. He believes that political parties will evaluate which option is most beneficial to the interests of the nation.
Deputy Chairperson of the MPR RI from the PKS faction, Hidayat Nur Wahid (HNW), asked that the DPRD's proposed election be thoroughly studied. He reminded that a similar situation had occurred in 2014 during Susilo Bambang Yudhoyono's leadership, but the Pilkada Law was canceled due to opposition from the public.

Meanwhile, the chairman of the PDIP DPP, Ganjar Pranowo, appealed to all parties not to rush in responding to this proposal. He emphasized that whatever the Pilkada system is used, if the implementation rules are weak, the results will still be bad.
