33 Provinces Have Included RUEDs In Regional Regulations

JAKARTA - Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia revealed that as many as 33 provinces in Indonesia have included the General Plan for Regional Energy (RUED) into Regional Regulations (Perda).

This step marks significant progress in efforts to realize planned and integrated energy management with national policies. However, the four provinces resulting from expansion in Papua have not yet compiled their RUEDs.

"A total of 33 provinces have included the General Regional Energy Plan into the Regional Regulation. One province, namely Papua, has scheduled a discussion of the Draft RUED Regional Regulation with the DPRD. Meanwhile, Southwest Papua is preparing a draft RUED, and three other new provinces, namely Central Papua, South Papua, and Mountains Papua," Bahlil said, Tuesday, December 4.

Bahlil explained that the 33 provinces had completed the entire process of ratifying their RUEDs, including obtaining a Perda registration number. Among these provinces are West Java, East Java, Central Java, North Sumatra, Aceh, and West Papua. One other province, namely Southwest Papua, is still in the stage of adjusting the RUED documents.

However, the biggest challenges are still faced by new provinces as a result of the expansion in Papua.

"Three provinces of DOB, namely Central Papua, South Papua, and Mountains Papua, have not yet compiled the RUED Regional Regulation. The central government will provide assistance to accelerate the preparation process," said Bahlil.

For information, RUED is a regional level energy policy that is the elaboration of the National Energy General Plan (RUEN). This document is designed as a cross-sectoral guide for local governments to achieve sustainable and efficient energy management targets in each province.

To accelerate the preparation of RUED, the National Energy Council provides assistance in two forms. First, through socialization and Focus Group Discussion (FGD). Second, through direct assistance by the task force team in charge of assisting regions in compiling documents up to the ratification stage.

This RUED preparation step is in line with the government's efforts to strengthen energy independence in the regions as well as support the national energy management target as directed by Indonesian President Prabowo Subianto.

"RUED itself is an important basis for designing regional energy policies that are integrated with national policies," he said.

The success of the preparation of RUED is proof that energy management is increasingly becoming a major concern at the regional level. This is important so that all regions of Indonesia have an energy roadmap that contributes to national development in a sustainable manner.
