MCC: Merger Of Kemenristek And Kemendikbud Is A Step Back

JAKARTA - The Plenary Meeting of the House of Representatives approved the plan to change and add a new nomenclature in the government cabinet. One of them will form the Ministry of Investment and merge the Ministry of Education and Ministry of Technology.

Members of the MCC Faction in the House of Representatives, Mulyanto, called the government policy that combines the functions of the Ministry of Research and Technology (Kemenristek) into the Ministry of Education and Culture (Kemendikbud) is a set back.

Mulyanto view, the Government did not learn from previous experience, where the smelting of the two ministries is difficult to run optimally.

"We have experienced with the merger of higher education functions with Research and Technology in the form of Kemenristek-Dikti. It turns out that in its implementation does not run effectively, so the function of ristek is returned to the Ministry of Technology and higher education function is returned to the Ministry of Education," mulyanto said in his statement, Saturday, April 10.

Now, he continued, the Government is doing the same for something that has been corrected. "By forming kemendikbud-Ristek. Of course this decision is very confusing," said the member of Commission VII of the House of Representatives.

Legislators in Tangerang, Banten predicted that the merger policy would not run optimally. Moreover, he said, the separation or smelting of institutions takes a long time to coordinate and adapt to structuralization.

"The adaptation process alone takes about 2-3 years. While the second term of Jokowi's government effectively stayed 2 more years. So practically this new ministry will not effectively work in the rest of the current government age," said the Secretary of the Ministry of Technology sby government era.

Mulyanto said, with the combination of kemendikbud-ristek, practical policy formulation and coordination of ristek will be further drowned by the problems of education and culture that have been mountainous.

Not to mention, he added, related to the complexity of institutional coordination between the Ministry of Education and BRIN and other ristek LPNK.

According to him, with the merger of Kemendikbud-Ristek may be re-oriented upstream, where ristek become empirical reinforcement elements in human development.

In fact, ristek policy should be more towards downstream in order to downstream and commercialize industrial ristek results and national economic system.

"It is different if the Ministry of Technology is merged with the Ministry of Industry. This can strengthen the orientation of innovation policy that is getting downstream in the framework of industrialization 4.0," mulyanto concluded.

As is known, the House of Representatives approved the merger of some tasks of the Ministry of Research and Technology with the Ministry of Education and Culture so that it becomes the Ministry of Education, Culture and Technology in the plenary meeting of the House of Representatives, Friday, April 9.

In addition to the merger, all factions in the House of Representatives also agreed on the establishment of a new Ministry, namely the Ministry of Investment and Job Creation.

"We as the chairman of the meeting will ask the esteemed council session, whether the decision of the Bamus meeting in lieu of a consultation meeting on the consideration of merger and the establishment of ministries can be approved," said Vice Chairman of the House of Representatives Sufmi Dasco Ahmad in the plenary meeting.
