DPR Asks For Ease Of Access To MBR Housing In The 3 Million Houses Program
JAKARTA - Commission V of the DPR RI asked the government to simplify the bureaucracy and requirements that must be met by low-income people (MBR) so that they can more easily access housing financing assistance in the three million-home program.
Chairman of Commission V DPR RI Lasarus highlighted several main challenges in achieving the target of three million houses per year.
In addition to the complexity of administrative procedures, limited land availability and land ownership issues are challenges that need to be overcome.
"We also need to increase the number of houses to be built, both flats, special houses and self-help houses, as well as the provision of infrastructure and utilities in the housing environment for low-income people," said Lasarus as quoted by ANTARA, Tuesday, November 5.
He also highlighted the challenges of sectoral egos among various ministries/agencies that often hinder the pace of government performance.
With the eight ministries/agencies responsible for the housing sector, he stressed the importance of strong synergy to overcome the complexity of problems in achieving the target of three million houses.
"Indonesia is the most complicated when it comes to sectoral egos. This can hamper the pace of government performance," he said.
During the meeting, Lasarus revealed that although the government has allocated a large enough budget for the housing sector, which is more than Rp. 100 trillion in the last five years, the achievement of housing development has not been optimal, namely only 2.8 million units have been realized.
For this reason, he emphasized the need for innovation in finding alternative funding sources to overcome budget constraints and accelerate the achievement of the target of 3 million homes per year.
He also emphasized the importance of ensuring legal certainty over the land used for housing development. Preventive steps are needed to ensure that the status of land ownership used for housing development does not cause legal problems in the future.
"We from Commission V of the DPR RI are committed to supporting, especially since our main target is low-income people, who really need state intervention to provide them with the ability so that they can have a house," he concluded.
On the same occasion, Maruarar emphasized that his party will continue to seek innovative ways to achieve the target of three million houses per year amid budget constraints.
The budget of the Ministry of Housing and Settlement Areas (PKP) in 2025 for housing development is IDR 5.078 trillion, down from 2024 which reached IDR 14.3 trillion.

Previously, PKP Minister Maruarar said that to realize the target of three million houses, one of which was the use of flats that were still empty and had not been widely occupied.
Another effort is the use of confiscated land from corruptors to be converted to public housing, including state civil servants (ASN) and members of the TNI-Polri.
One of the confiscated lands that has the potential to assist the program is the use of land with a total area of 1,000 hectares in Banten which was confiscated by the Attorney General's Office from corruptors.
